JOB SUMMARY
1. The job holder will deputise the Chief of Party for the USAID funded Economic Recovery and Reform Activity (ERRA) and be an active member of the ERRA management team. He or She will have overall responsibility for operations to deliver a timebound, high impact programme with value for money (VFM).
2. The DCOP responsibilities will cover all aspects of design, mobilisation and oversight of programme cycle management (PCM), grant management, reporting and budget and financial management.
3. The DCOP will need to work with a wide group of internal stakeholders from technical, country, finance, procurement and cross cutting teams (gender, youth and environment) to ensure good co-ordination and effective and timely implementation of a high impact programme that adheres to both TMA’s policies and also ensures adherence to USAID regulations.
4. The DCOP will also support the COP where needed in a representational capacity and managing the performance of the ERRA teams through TMA’s performance management system.

ROLES AND RESPONSIBILITIES
Strategic Management
As part of the core team DCOP will be co-responsible for overall management and successful delivery of ERRA.
1. DCOP will be responsible for operations to deliver on the development, successful approval and oversight of implementation of annual work plans, including co-ordination with internal stakeholder to ensure that projects are implemented & monitored within scope, time and budget.
2. Support the COP in managing relations with the USAID Agreement Officer’s Representative (AOR) and represent the ERRA programme where needed.
3. Support the core management team with the successful buy-in for further funding under the ERRA programme from other USAID missions and oversee execution.
4. Provide specialised advice related to project development, management, and delivery in line with TMAs agreement with USAID and USAID regulations and recommend ways to improve TMA’s program and project delivery and facilitate knowledge sharing of best practice across TMA.
5. Work with Impact Director, Head of Results and their teams and USAID M&E team to ensure development and implementation of the AMEL plan and that there is a line of sight between programs and results.
6. Supports the roll out of TMA’s performance management system (Objectives, Key Results) with ERRA teams on a quarterly basis in order to achieve annual targets. Works with the ERRA management team to address activity performance challenges.

Project and Programme Management
1. Plays a key role on the development, updating and follow up of the implementation of annual work plans for ERRA to ensure effective delivery of program. In addition to the work plan, this includes:
1) Development, updating and follow up of mobilization/procurement plans with each of the responsible teams under ERRA.
2) Development, updating and tracking of a calendar of workshops and Collaboration, Learning and Adaptation (CLA) events.
2. Maintains responsibility for the accuracy of activity timelines, tasks, milestones, resource requirements, costs, risks and maintains alignment with the ERRA goals;
3. Responsible for design and implementation the ERRRA grants management programme including training TMA staff and partners on grants in the context of results-based programme and project management.
4. Provides sound and reliable project guidance and support to project planning, implementation and reporting to project teams and partners to ensure results delivery.
5. Participates in internal and external technical, management and operations working groups to foster collaboration and partnership.
6. Ensures adaptive management by monitoring quality and programs for timely completion of activity deliverables and facilitates corrective measures where there are delays.
7. Works with ERRA management and project teams to ensure that budgets are allocated in line with approved implementation plans, expected results and that all budget and expenditure goals are met.

Reporting
Supports the process Leads on timely, accurate and high-quality reporting to ERRA management team and USAID on implementation progress and results with line of sight to ERRA, USAID, and TMA strategic objectives.

HR & Risk Management
1. Collaborates with the Chief of Party and ERRA management team to identify and manage risks and actively resolve emerging issues with staff, consultants, sub-contractors and sub-awardees.
2. Works with the Risk and Compliance team to ensure that all activities comply with terms and conditions of activity requirements, rules, and regulations, including cost, schedule, and quality parameters.
3. Assists the Chief of Party in managing all aspects of staffing for the ERRA programme, and maintains a clear team structure with specific roles, responsibilities, and reporting lines as well as implementing the performance management system.

Financial Management
1. Oversees all financial, mobilisation aspects of the ERRA programme, ensuring adherence to TMA policies and USAID regulations on obligated funding, buy-ins, budget ceilings per expenditure category and project budget allocations.
2. Regularly monitors and reviews ERRA budget and expenditure, financial forecasts, working with multidisciplinary teams to ensure compliance with TMA and USAID regulations and approved budget thresholds per budget category.
3. Oversees the intersection of contracts, budgets, and technical delivery, engaging appropriate TMA contract and finance staff as needed to provide guidance, clarification and ensure compliance.
4. Coordinates the development, implementation, tracking, and reporting against detailed and costed outputbased work plans, with clear linkage between defined TMA projects and USAID budget lines.
REQUIREMENTS FOR THIS JOB
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
Undergraduate or postgraduate degree preferably in Economics, Development Studies, International Trade, Finance, Business or Management.

Work experience
1. Undergraduate degree at least twelve years’ and postgraduate at least 10 years’ relevant experience.
2. Five years of leadership and management experience.
3. Ten (10) years of progressively responsible experience implementing projects that are similar to this activity in terms of complexity, scope, and budget.
4. Good understanding of procurement cycle management, result-based monitoring and evaluation and risk management, project financial planning, expenditure forecasting, reporting, donor relations, proposal writing, and excellent communication skills.
5. Experience working on international economic development related programmes preferred, including experience working with , private sector leaders, and other stakeholders that work in education programming.
6. Demonstrated knowledge and significant experience of USAID policies and procedures and managing USAID projects (5 years).
7. Knowledge of USAID policies and procedures related to grants, procurements, and subawards.

Additional skills
1. Demonstrated skills in building, mobilising, and leading multidisciplinary teams.
2. Proven ability to work under pressure, and with multiple concurrent demands.
3. Excellent communication, interpersonal, time management and organisational skills.
4. Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
5. Verbal and written fluency in English required. Experience working in the East Africa and the Horn region preferred.
