JOB DESCRIPTION
The purpose of this role is to build a robust pipeline of projects through origination of innovative programmes in key infrastructure sectors in South Africa, Southern African Development Community (SADC) and selected African Countries and to provide a standardised programme design and approach in relation to governance, procurement and funding.

KEY RESPONSIBILITIES
Programme Development
1. Participate in the development of programme origination strategies to unlock infrastructure projects in South Africa, SADC and select African Countries through project preparation.
2. Develop sector specific strategies to promote the development of projects aligned to the development priorities of the DBSA.
1) Conduct market research and needs analysis to ascertain the gaps and requirements
2) Follow sector trends.
3) Understand legislation impacting infrastructure development e.g.,Division of revenue act, conditional infrastructure grant guidelines, sector governance frameworks etc.
4) Profiling and identifying the gaps for infrastructure development for South Africa, SADC and select African
countries.
5) Comprehensively map industry or sector opportunities to generate a list of potential programmes to be developed.
3. Conduct in depth macro-level feasibility assessments to provide insight into the programmes:
1) National, Provincial and Local landscape sector specific challenges.
2) Environmental and regulatory assessments.
3) Community structures and needs.

4. Identify, originate and design projects/programmes at a macro level that support the annual disbursement target and the divisions strategic objectives.
5. Develop pilot projects to test the design, measure the success of the programmes and review the design for final development and execution handover.
6. Liaise with Programme Development Execution (PDE) department to support programme implementation, identifying funding needs for the programme and development of funding structures for projects developed through the programme.
7. Prepare and present programme development proposals for approval by various committees.
8. Develop funding strategies and initiate innovative fundraising and partnering initiatives.
9. Provide a steady flow of deals into the Programme by:
1) Identify and structure project opportunities from a project developer/sponsor perspective
2) Define project concept and scope
3) Engage with clients and obtain a mandate as a project developer
10. Support efficient risk management of projects (programmes), provide opportunities for equity investments in projects and improve the quality of the loan book by:
11. Actively manage programmes developed:
1) Manage pilot projects for the programme and initiate the preparation there-off
2) Identify service providers required to undertake project preparation on projects developed
3) Appraise projects and programmes (prepare proposals for DBSA’s governing structures for approval)
4) Structure PMO governance and structure
5) Negotiate and conclude MoA with programme owner
12. Provide comprehensive reporting on expenditure and progress on all programme management offices (PMO)

Stakeholder Management:
1. Build and maintain strong relationships with clients at global, regional, local levels including businesses, banking and multilateral partners and government officials to further develop specific project preparation opportunities.
2. Manage expectations from programme owners and ensure third-party programme mandates are understood by the DBSA teams
3. Liaise with Coverage, Infrastructure Fund and Transacting divisions peers to develop pipeline for the DBSA market at large.
4. Contribute to the development of the DBSA’s brand and reputation through positioning the bank as a partner of choice for end-to-end infrastructure development and financing across Africa

REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
Minimum Requirements:
1. A minimum of an Honours degree in Finance, Business, Legal, Accounting, Engineering or Economics.
2. At least 8-12 years’ experience in infrastructure financing with a proven track record in deal origination sourcing
viable and bankable projects, structuring and closing investments in SA and rest of Africa.
3. A minimum of 5-7 years’ project / programme management experience in public/private infrastructure sector.
4. Demonstrated excellence in the field of business origination and development.
5. Extensive work experience-across multiple areas of Government. Past experience operating at a senior
professional level.
6. Experience in engaging with high level stakeholders in South Africa and rest of Africa.
7. Knowledge of the complex regulatory environment for infrastructure and infrastructure procurement in SA.
8. Demonstrated ability on working on new or innovative projects / programmes and the ability to bring ideas
from conception to completion.
9. Sound knowledge and good grasp of the infrastructure landscape, financial markets political economics,
macroeconomics as well as socio-economic, development issues, challenges and opportunities in South
African and the rest of Africa.
10. Proven track record of leading and preparing good quality reports, documents and presentations for Executive
Management, Board and high-level stakeholder

Desirable Requirements:
1. A postgraduate qualification preferably a CA or CFA or MBA would be advantageous.
2. Project finance experience.
3. Private equity and/or venture capital experience and track record will be a distinct advantage
