PURPOSE
1. The New Development Bank (“NDB” or “Bank”) is inviting applications for the Professional position in Americas Regional Office (“ARO”) of the Bank.
2. The positions will report to the Director General, Americas Regional Office and will be based in the office in Brasília, Brazil, with possibility to work in the office in São Paulo, Brazil when required.
3. Working with colleagues at ARO in São Paulo and Brasília as well as Headquarters in Shanghai, the primarily responsibility for this position is monitoring the projects implementation in the infrastructure sector and sustainable development for sovereign and non-sovereign operations.
4. The position will also be responsible for the post-investment projects implementation, including project implementation progress tracking, completion assessments and reporting.
5. The position will assist in projects identification and preliminary assessment of projects, as well as assist the Operations team in of the Bank’s headquarters in project preparation, structuring due diligence and investment project appraisal (preparation of project proposals/appraisal reports) for the consideration of the Board of Directors, the Credit and Investment Committee and the Bank’s senior management.
6. The position will ensure a high standard of quality of business and support Management decisions in alignment with the Bank’s policies, guidelines, risk appetite the Bank’s General Strategy.
7. The Bank highly encourages multi-skilling and skill diversification. Therefore, the Professional is expected to work in all the areas and sectors related to infrastructure and sustainable development project financing and should be willing to develop his/her professional skills.

SPECIFIC RESPONSIBILITIES include, but not limited to:
1. Ensuring compliance with all applicable policies, guidelines, systems and processes for effective delivery of the lending and investment program, in line with the Bank’s General Strategy. Providing feedback to improve the policies, guidelines, processes, and systems.
2. Complying with legal covenants and conditions set in the loan agreement, security agreements, participation agreements, guarantee agreements and other agreements related to the financing. Contributing to legal due diligence; assisting in mitigating legal risk for the Bank.
3. Complying with applicable NDB project procurement and environmental and social impact management (“ESIM”) policies.
4. Reviewing unaudited and audited project accounts and financial statements of borrowers/Project Implementing Entity (“PIE”).
5. Processing waivers, amendments and consents to address project changes.
6. Conducting project supervision missions. Conduct site visits and monitoring missions during the project implementation process, facilitate disbursements, monitor key project deliverables and disbursement milestones and prepare projects/programme related reports.
7. Monitoring construction works and operational performance, coordinating the activities of technical, procurement and environmental and social consultants.
8. Preparing Back To Office Reports, Project Performance Reports and Project Completion Reports.
9. Ensuring the compliance of the Project Administration Manuals by the borrowers.
10. Processing any needed project changes during the implementation phase, including but not limited to project’s legal documents, coordinating with other relevant areas of the Bank.
11. Managing technical consulting services needed to support project supervision and monitoring.
12. Interacting with clients representatives and implementation units of projects. Responding to client’s needs and requests, based on analysis and internal discussions with inputs from relevant departments/divisions if needed.
13. Working proactively to identify and mitigate problems and risks arising during project implementation.
14. Carrying out project review missions and prepare prior and post review mission documents, including project changes/restructurings, if necessary.
15. Researching, identifying and building a strong pipeline of feasible project financing opportunities, in line with strategic and sector priorities of the country and the Bank’s General Strategy and Country Partnership Plan (CPP). Leveraging the Bank’s existing network, develop new among financial and strategic investors and identify potential partners.
16. Facilitating in financial analysis, technical analysis, economic analysis, financial modelling, etc. and to the preparation of project related documents including project concept notes, project related documents, project implementation progress reports, project completion reports, etc., with consistent templates and standards of quality, for consideration of the Board of Directors, its Committees, the Bank’s senior management and other related stakeholders.
17. Building and managing relationships with project financing and portfolio monitoring teams of other multilateral development banks, national development banks and other financing institutions to identify and incorporate best practices and lessons learnt, maximize the potential for co-financing Build working relationships with project teams of the sponsors, developers and governments.
18. Keeping abreast of the project implementation and post-investment management trends, opportunities and challenges in infrastructure landscape and long-term financing and provide inputs to relevant stakeholders on operations strategy, policies, budgets, business plan, etc.
19. Other duties and responsibilities assigned from time to time.
REQUIREMENTS FOR THIS JOB
1. Minimum of 5 years of relevant professional experience in an international investment financial institution or regulated large private/public sector financial institution or multilateral development bank or national or regional development financial institution or state-owned enterprises (SOEs) or infrastructure/engineering consulting firms/contractors.
2. Thorough understanding of project/portfolio supervision techniques.
3. Hands-on experience in infrastructure finance and project management, particularly with expertise in one or more infrastructure sectors. Track record of closing successful transactions in relevant areas.
4. Knowledge and experience in project finance structuring and implementation in the infrastructure sector, including working with private companies and SOEs.
5. In-depth knowledge of feasibility studies and technical, environmental, economic, and financial assessments of infrastructure projects. Strong analytical and financial modelling skills with the ability to interpret technical and engineering information, financial information and elaboration and assessment of project viability.
6. In-depth knowledge of results chain, logic framework or similar methodologies for the identification and monitoring of projects impacts, performance, and results
7. Knowledge of the banking industry, project financing, valuation, financial analysis in infrastructure.
8. In-depth knowledge of in-country regulatory requirements in the related area(s).
9. Knowledge of infrastructure landscape and long-term financing are a pre-requisite.
10. Capacity for research and development of technical solutions for complex problems in the field of infrastructure sector and sustainable development projects.
11. Knowledge of the state-of-the-art solutions for the infrastructure sector and for development of sustainable solutions.
12. Knowledge of solutions and capacity to develop innovative solutions and to incorporate technology in the infrastructure sector.
13. Knowledge of the Sustainable development Goals and of the global ESG agenda applicable to the infrastructure sector and for sustainable development.
14. Proficiency in both Portuguese and English are a pre-requisite. Fluency in Spanish would be a plus.
15. Good problem-solving, communication and interpersonal skills with high resilience and drive in achieving objectives and goals. A high desire for innovation and learning.
16. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
17. Master’s Degree or equivalent in engineering or technical relevant field from a reputed university. Global or national recognized professional certificate such as CREA would be preferred.
