JOB DESCRIPTION
1. The Programme Manager: CSI is responsible to deliver strategic, sustainable and innovative corporate social responsibility initiatives/projects aimed at uplifting communities over the long term in line with the DBSA mission, vision and strategy.
2. The core focus of CSI, in addition to financial support, is to improve the lives of South Africans more specifically the most disadvantaged members of society, youth and people with disabilities through, amongst others, education, skills development and training, humanitarian and staff initiatives and community upliftment.

KEY RESPONSIBILITIES
CSI Strategic Focus
1. Position CSI internally and externally as complementary to DBSA core business and furthering a systematic response to the country’s socio-economic needs.
2. Develop, implement and manage the DBSA’s CSI Framework, Policy and Guidelines.
3. Lead, develop and implement CSI projects/activities and ensure alignment with the National Development Plan (NDP), the United Nations’ Sustainable Development Goals (SDG’s) and B-BBEE social compliance requirements.
4. Provide a holistic offering, end-to-end CSI fund management and advisory services supported by a deep and hands-on understanding of the complexities of economic development, social investment and social transformation.
5. Develop the CSI model and sources for funding for Exco and Board approval.
6. Create awareness and visibility of DBSA’s CSI Programme to secure both staff and external participation, inter alia, by identifying opportunities for participation and involvement in making a difference in communities.
7. Work with the Learning & Development Unit to grow and develop skilled professionals in the development finance sector from disadvantaged communities.
8. Establish a CSI Governance Committee to:
9. Put in place an appropriate CSI Governance Structure.
10. Review, provide input and endorse submission of the CSI Framework, Policy & Guidelines, Funding Model and Plan for Board approval.
11. Screen /review and approve CSI submissions for execution.
12. Monitor execution of the CSI plan including all initiatives and activities.
13. Reviewing and approve CSI reports, amongst others, for Board Committees and the DBSA Annual report.
14. Work with the CME team to develop and implement the CSI Marketing & Communication Strategy as well as put in place the branding guidelines and templates for CSI.
15. Develop and implement Marketing and Communication Strategy
16. Comply to all CSI governance and regulatory requirements.
17. Any other CSI duties as assigned.


Stakeholder Management
1. Serve as a key liaison between all DBSA CSI stakeholders.
2. Collaborate and work together with social investors, development partners, key stakeholders and clients in the country to achieve social investment goals and impact.
3. Provide strategic CSI management and leadership support across the business, in line with the overall DBSA strategy.
4. Communicate project plans/initiatives and continually update and inform investors, development partners, key stakeholders, clients and staff on the progress of CSI projects/initiatives.

Administration, Budgeting & Reporting
1. Coordinate CSI Committee meetings and follow-up on matters arising and/or actions emanating from the meetings
2. Accountable for all administration matters relating to the DBSA CSI programme.
3. Prepare/oversee the procurement processes where applicable.
4. Oversee the drafting of memorandum of agreements (MOA’s) with external stakeholders where required.
5. Compile the annual CSI budgets for approval.
6. Oversee and manage the data collection process for reporting purposes.
7. Track, monitor and report on all CSI related reports.
8. Prepare management proposals, presentations and reports for Human Capital, Divisions, Executive Committees, Boards & stakeholders.
9. Track, monitor and report on all CSI related expenditure against the approved budgets.
10. Prepare and provide a consolidated report on CSI for the DBSA annual report.
11. Submit the required data for the B-BBEE reporting.
12. Monitor, evaluate and report on the effectiveness of CSI programmes, projects and initiatives through the submission of periodic reports and analysis of information and data.

4. Successful oversight, management and implementation of agreed CSI projects/initiatives:
1) Percentage of performance targets met as per CSI execution plan

6. Appropriate resources, facilities and logistics are in place for the CSI Programme.

REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
Minimum Requirements
1. A post graduate qualification or equivalent in Social Science or similar
2. Minimum of 10 years’ demonstrated experience in a similar role in managing CSI programmes for a medium to large size organisation.
3. Proven experience in developing, aligning and implementing CSI Policy, Guidelines and Plans aligned to an organisation’s strategy and goals.
4. Demonstrated experience in identifying and leading multiple CSI projects/initiatives to successful completion.
5. Experience in working with disadvantaged communities across South Africa.
6. Experience in dealing with a variety of stakeholders at all levels.
7. Proven experience in putting together viable CSI funding models.
8. Experience in dealing with external and internal stakeholders in order to forge collaboration and buy-in with regards to CSI.
9. Good understanding of regulation and codes, inter alia, B-BBEE, PFMA, King IV and Company’s Act.
10. Exceptional writing, reporting and presentation Ability to pitch these at Management, Executive and Board levels.
11. Excellent computer skills, specifically in terms of MS Office (Word, Excel, PowerPoint and MS Projects).
