JOB SUMMARY
1. The Programme Manager deputises the Country Director and provides support in the management of the Country Programme.
2. S/he is responsible for providing programmatic support in the planning, implementation, budgeting and reporting of all TMA DRC programmes including those relating to public and private sectors and civil society organisations with the assistance of the programme officers.
3. S/he insures the cohesion of the country programme.
4. S/he work in coordination in day-to-day activities with technical experts at the regional office (Nairobi) such as Results, Business Competitiveness, Transport Infrastructure, Programme Delivery Hub (Finance, Procurement, Reporting, Mobilisation, etc.), gender & inclusiveness, Communication, Audit and Risk.

ROLES AND RESPONSIBILITIES
1. The Programme Manager will deputise the Country Director in her (his) absence.
2. S/he will Support the Country Director in managing the country programme including developing and maintaining strategies, work plans and budget for the country programme.
3. He will supervise programme officers (at least 2) and a Finance Officer.
4. S/he work closely the staff under supervision on PCM, communication, knowledge sharing and results for the different projects in the programme.

SOME KEY SPECIFIC responsibility include:
1. Apply the highest standards of controls and risk management practices and behaviors and embed a positive risk and control culture.
2. Demonstrate prudence, sound judgement and appropriate and timely escalations in management of all types of risk (including fraud risk) applicable to my role.
3. Understand and comply with the relevant end-to-end processes including applicable risks and controls.
4. Seek to identify, understand and escalate risk events/incidents/ issues on a timely basis focusing on fixing root-causes and taking ownership of identified mitigating actions.
5. Complete all relevant mandatory trainings within the stipulated timelines.
6. Ensures good practice PCM during project design, terms of reference and technical specifications development, mobilisation, procurement and contract management, outcome/output-based planning, implementation, timely and quality reporting, project sustainability, and results-oriented monitoring, evaluation and learning.
7. Ensures compliance with PCM guidelines throughout the project design and implementation cycle, including robust project planning, reporting and closure, adhering donor requirements as stipulated in contribution agreements.
8. Manages relationships and communicates with internal and external stakeholders including donors
9. (USAID, UK Embassies, EU, IOM and others), partners (GoDRC, EAC, CPGEL, COMESA, SADEC, AfCFTA, PSOs, CSOs etc.) and service providers (Consultants and suppliers) and clearly articulates project and programme scope, timeline, budget, risks and deliverables.
10. Understands funding sources for projects, the implementation timelines agreed with funders, monitors implementation and delivery to ensure that projects are within budget, scope and time. Where
11. changes occur, clearly documents and ensures that relevant internal (portfolio director, technical lead, SLMT leads) and external stakeholders (donors, partners) are informed.
12. Ensures compliance with grant management procedures and guidelines including appraisal, selection, implementation, reporting, closure, and hands-on involvement, management and execution.
13. Uses available and/or develops tools to monitor project progress towards delivery at the activity output and outcome levels.
14. Puts in place data collection mechanisms for evidence-based results articulation, documents lessons, shares knowledge, incentivize staff/teams and enforces compliance and standards.
15. Contributes to the development/revision of tools and procedures to document and share knowledge, incentivize staff/teams and enforce compliance and standards.
16. Ensure inclusion of gender-sensitive /responsive indicators to track progress towards gender integration in all projects.
1) Participates in regular informal and formal reflection, knowledge sharing and learning events.
2) Documents and promotes lessons learned and best practices for knowledge sharing and learning.
17. Promote and adhere to TMA’s core values and ensure compliance with organizational policies and procedures.
18. Maintain zero tolerance to bribery, fraud and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMA’s reputation.
19. Adhere to the safeguarding policies and procedures and immediately report any safeguarding concerns.
20. Collaborate with communication unit to shape and monitor the programmes communication plan in line with TMA’s Corporate Communication Strategy and business plan, and visibility commitments to funding agencies.
21. Effectively communicate programme progress and results to internal and external stakeholders and support in delivery of high-quality outputs to ensure that TMA’s mission and vision are well communicated to investors and stakeholders, and that TMA’s work motivates and inspires donors, implementing partners and other stakeholders.
22. Work closely with other TMA Corporate functions including the Corporate Affairs and Fundraising, Results and Impact, CEO’s office, Regional Outcome areas to ensure that external communications are developed with maximum impact and delivered against the results calendar and corporate strategy guiding work across the programme area and the organisation.
23. Any other related responsibilities that may be assigned by the line manager from time to time. The PM may be required to support other programmes other than DRC depending on need and budget availability.
REQUIREMENTS FOR THIS JOB
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
Degrees in Business, Economics, Development studies, Finance, Trade, Planning, or related field with Experience and/or qualifications in project planning and management are desirable. Other degrees holders with a strong experience and/or qualifications in project planning and management, trade facilitation, regional integration through trade (AfCFTA and other RECs), cross border trade, private sector development, market systems or similar experiences are also suitable to successfully carry out these responsibilities.

WORK EXPERIENCE
1. Undergraduate degree plus ten years’ relevant experience including three years of management experience or Postgraduate degree plus eight years’ relevant experience including three years of management experience.
2. Strong knowledge on regional integration through trade, trade facilitation, trade policy, and experience working with MDAs (public agencies) and/or the private sector (value chains and market systems) are highly desirable. Previous experience working with programmes/projects funded by donors is also valued for this position.

8. Good understanding of key national contexts as relating to regional integration.
9. Fluent (writing, reading and speaking) in both English and French. It is important that French will be dominantly used with DRC stakeholders in this position.
10. Good understanding of political economy of DRC and experience working with in high risk environment.

ADDITIONAL INFORMATION
1. Although the Programme Manager is also managing the PSO/CSO work in strong coordination with the Programme Officer, it is important to understand and follow this component of the programme closely.
2. This post open to only DRC nationals and is based in Kinshasa TMA office. The post requires frequent travel to other TMA offices in region (Nairobi, Burundi, Rwanda, Uganda, Zambia, Mozambique in particular) and to project sites in DRC, mainly Kinshasa, South-Kivu, North-Kivu, Ituri, Haut-Katanga and Kongo Centrale provinces.
