The Caribbean Development Bank (CDB) has an excellent opportunity for a Project Coordinator Consultant to lead the implementation of a programme to support sustainable development projects focused on the environment/climate change and infrastructure, particularly in the areas of agriculture; energy; integrated water and coastal zone management; transportation; social housing; and sanitation, funded by the Agenzia Italiana per la Cooperazione allo Sviluppo (AICS ) – Italian Agency for Development Cooperation and the Caribbean Development Bank (CDB).

The Project Coordinator Consultant will be based at CDB headquarters in Barbados or remotely as agreed with the Director of Projects, based on travel conditions at the time, with periodic missions within the Caribbean region (either in person or virtually, as conditions permit).

THE PROGRAMME
Impact/Expected Results: The Programme is expected to expand the pool of concessional resources available to eligible CARICOM Countries such that they can better improve the socio-economic, technological and environmental resilience of their economies.

The Objective: The Programme seeks to enhance the capacity of CARICOM Countries to:
1. Reduce greenhouse gas emissions and promote accelerated actions towards mitigation and adaptation to climate change.
2. Promote sustainable agriculture, in particular with regard to adaptation to climate change consequences such as recurrent devastating hurricanes.
3. Accelerate the expansion of protected areas for marine biodiversity and existing policies and treaties that encourage responsible use of ocean resources.
4. Increase the renewable energy share of total final energy consumption and increasing access of the population to energy resources.
5. Achieve universal access to basic sanitation services by 2030 and more efficient use and management of water resources.
6. Accelerate physical rehabilitation of environmental and energy infrastructure damaged during by hurricane.

THE ROLE
1. The Project Coordinator Consultant will have overall responsibility for the effective execution of the Programme and is expected to implemebt all activities necessary to accomplish the state objectives, while adhrering to recognised principles and best practices.
2. In this role, the Project Coordinator Consultant will collaborate and meet with relevant government agencies and stakeholders, as necessary.

KEY RESPONSIBILLITIES[1]
1. Support CDB and the BMCs during Project Implementation and Pipeline Development.
2. Monitor and remain informed about the status of the respective studies, etc under implementation and; provide timely updates on the execution of the activities financed from the Grant to CDB and the Italian Counterparts.
3. Manage and coordinate all activities to support the Annual Pipeline Review including finalising the arrangements for CDB to meet with representatives of Italy, AICS and Cassa Depositi e Prestiti S.p.A. (CDP) - the Italian Financial Institution for international development cooperation, authorised by the Government of the Italian Republic to sign the financial agreements with CDB - once annually and providing annual financial and progress reports.
4. Support the process to engage an auditing entity for the Loan and Grant.
5. Manage consultancies for any additional sectorial studies funded by this programme
6. In coordination with CDB’s Communications Unit, develop a communication and visibility action plan for the interventions under the programme, prepare media and publicity materials, oriented internally, within CDB, and externally, towards partners and BMCs, on the studies and projects.
7. Coordinate the completion of interim and end-of-project audit reports, to be carried out by independent and reputable auditing firms appointed by the CDB.

TERMS OF CONTRACT
The consultancy is estimated to last twenty-four (24) months.

REPORTING
The Project Coordinator Consultant will report to the Division Chief, Economic Infrastructure Division, or any other Officer designated by the Director of Projects and will be supported by the Projects Department and other areas of the Bank’s operations such as Finance, Legal and Procurement.
REQUIREMENTS FOR THIS JOB
QUALIFICATIONS AND EXPERIENCE
The Project Coordinator should possess the following minimum qaulifications:
1. A post-graduate degree or equivalent in Civil Engineering, Climate and/or Environmental Engineering, Project Management or any relevant subject area.
2. Expertise working in energy, transport, water and sanitation, and/or climate change mitigation and resilience sectors.
3. Experience with credit lines/ project finance structures in energy, transport, water and sanitation, and/or climate change mitigation and resilience sectors (or any other relevant financing schemes).
4. Experience with multilateral development banking procedures will be an asset.
5. Experience with local organisations in charge of implementing public infrastructure strategies/polices would be an asset.
6. Minimum of ten (10) years of relevant project management experience.
7. Fluency in English.
