MAIN JOB DESCRIPTION

Location: Nairobi (Kenya)

JOB PURPOSE:
As a strategic pillar, the Funds Management Group supports three (3) business lines namely the Financial Institutions Group, Project Finance Group and Public Private Partnerships. The Fund Management Group is responsible for raising concessional funding/blended finance, providing Capital markets to address both the demand and supply side in the provision of affordable housing solutions. The Funds Management Group(FMG) will address priority thematic areas such as: (1) Green/Resilient Climate Financing, (2) Gender, (3) Small/Medium Enterprises (SMEs) & Trade Finance in the housing value-chain, and (4) infrastructure solutions for housing,(5) Sharia compliant housing products, (6) Migrants/Refugee housing and (7) Diaspora Housing solutions.

For each thematic area, the Fund Management Group will create dedicated PPFs (Project Preparation Funds) to enable markets across all product lines (Financial Institutions Group, Project Fund Group and Public, Private Partnerships Group) and offer appropriate Advisory Services (Trust Funds structures).

The Lead Officer (Donor Funding) will be tasked with identifying new sources of donor funding or developing strategies to increase revenue from existing sources. This might include researching for potential donors or partners, creating proposals, and presenting these recommendations to senior Management for approval and supporting the fundraising process.

KEY RESPONSIBILITIES
1. Execute the Donor Funding strategy, including the designing of Donor Funding policies and procedures.
2. Develop a fit for purpose donor funding portfolio including innovative programs that provide blended funding for small and medium size Enterprises, Trade Finance, Green Financing, Gender, infrastructure product solutions and Sharia compliant products.
3. Execute Project Preparation Fund(PPF) capabilities within the Fund Management Group for all product offerings across all the business sectors.
4. Collaborate with respective departments in the disbursement of funds to contractors or developers who have performed work on a donor funded project.
5. Develop business opportunities and monitor milestones in line with the Fund Management Group product offerings and ensure that the institution is proactively abreast of Donor Funding requirements, and customer needs.
6. Identifying opportunities for the institution’s participation in global events and create linkages with donors.
7. Develop strategies to identify prospective Donors, strategic partners and collaborative relationships that will drive shareholder return.
8. Responsible for maintaining a healthy relationship with Donors, ensuring that agreed milestones are met.
9. Ensure maintenance of a business intelligence management system that will enable continuous tracking of strategic donor funding relationships and client satisfaction.
10. Research potential sources of donor funding including the types of organizations that provide thematic funding.

Working Conditions
The role requires frequent business travel.
REQUIREMENTS FOR THIS JOB
JOB COMPETENCIES
Academic Qualifications
A Bachelor’s or Master’s degree in Business Administration, Finance, Developmental Economics, or Developmental Finance.

Work Experience
1. A minimum of six (6) years of relevant experience covering the financial sector, preferably in a Developmental Financial Institution (DFI) or investment related function.
2. Proven track-record of Donor Funding in Development Finance Institutions.
3. Exceptional understanding of multi-lateral Donor Funding requirements, lead generation, development, and report writing.
4. Sound client relationship skills and track record in manging complex donor funded projects.
5. Ability to interact directly and independently with the senior management of potential donors , financial and technical partners.
6. Strong financial and credit skills and demonstrated ability to structure a variety of donor funded proposals.
7. Sound business judgment and strong problem solving/negotiation skills, as well as ability to work effectively on simultaneous projects under time pressure.
8. Strong inter-personal skills, ability to interact effectively with clients and colleagues from various cultural backgrounds.
9. Excellent written and verbal communication skills in English and/or French, with a working knowledge of the other will be an advantage.
