JOB DESCRIPTION
Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive growth and sustainable development on the African continent in line with the AU’s Agenda 2063: The Africa We Want. With more than 200 staff, GIZ AU cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies at continental, regional and national level in more than 35 member states. The African Union Commission (AUC) has decided to examine debt relief options and investment programmes that contribute to a rapid economic recovery on the continent, as well as assess the possibility of establishing an African domestic and external debt monitoring mechanism at the AUC. In this context, GIZ will support the AUC in establishing a dedicated coordination function and strengthen expertise for debt management through a staff secondment to the Department of Economic Development, Trade, Tourism, Industry and Mining (ETTIM).

YOUR TASKS
1. Assisting the department in managing and pooling available knowledge about debt management within the AU
2. Collating data and statistics on the debt of African countries
3. Reviewing and recommending debt forecasting methods
4. Supporting and facilitating the convening of meetings on the harmonisation of African positions on debt management
5. Strengthening the AUC’s analytical capacities on debt management practices
6. Collecting and matching AU Member States needs for capacity development on debt management topics with existing capacity development offers
7. Providing technical capacity in drafting AU positions on debt management and debt restructuring
8. Liaising with relevant stakeholders, e.g. multilateral organisations, regional and international networks, as well as civil society on debt management issues
9. Appraising the status quo of the monitoring of domestic and external debt of AU member states, where necessary propose sustainable and efficient options to fill gaps
10. Any other debt management/restructuring related duties that may be assigned from time to time by the Department of ETTIM
REQUIREMENTS FOR THIS JOB

YOUR PROFILE
1. Master’s Degree in Economics, Public Administration, Accounting, Finance, Financial Management or equivalent from a recognised university
2. Many years of professional experience in public finance management with a proven specialisation in public debt management; experience in international debt sustainability and management exercises will be an added advantage
3. Experience in working with relevant national (e.g. Ministry of Finance, Central Bank) and/or international financial institutions, particularly African financial institutions, a firm requirement
4. Strong technical knowledge on public debt management practices; very good understanding of current trends in economic and monetary policy, public finance, as well as public debt on the African continent; extensive knowledge in credit risk will be an added advantage
5. Proven management, consulting, communication and networking skills, high level of commitment, reliability and team spirit
6. Strong ability for conceptual and analytical thinking, quick grasp of new concepts and an eye for details
7. Excellent diplomatic and intercultural skills, competence in gender diversity management and the proven ability to act competently and prudently in a politically sensitive environment and handle sensitive issues
8. Strong computer skills including proficiency in using software applications, especially MS Office package
9. Business fluent in English and German; business proficiency in French is a distinct advantage
