JOB DESCRIPTION
The position is responsible for the management of finances and administration of two new projects in the neighbouring provinces of North Kivu and South Kivu in eastern DRC. The projects aim at strengthening gender-sensitive initiatives for peace building (North Kivu and South Kivu) and social and economic practices of sustainable and peaceful development (South Kivu). Both projects are part of the German programme "Stability and peaceful, inclusive development in eastern DR Congo", which is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and the Credit Institute for Reconstruction (KfW). As a Senior-Finance manager you are responsible to successfully advising the person responsible for the order on commercial processes vis-à-vis the country office and the locations in Germany.

YOUR TASKS
1. You will advise the team leaders responsible for the order on commercial processes vis-à-vis the country office and the locations in Germany
2. You will be responsible for quality assurance, control and handling of the administrative processes of the projects, purchasing and awarding processes, contract drafting, based on all legal, contractual and corporate policy requirements
3. You will be responsible for budget and cash planning, monitoring of costs and expenses, internal controls, continuous review and quality assurance of all administrative-financial processes
4. You will steer the administrative management of financing contracts with national and international recipients as well as with subcontractors
5. You will be responsible for disciplinary and technical management of the administrative/financial staff of both projects (Purchasing/Contracts, Cash Register, Accounting, Logistics, Information Management)
6. You will ensure the planning, organising and supervising national and international consultancies
7. You will manage the team members in accordance with GIZ’s understanding of leadership and will cultivate appreciative leadership
REQUIREMENTS FOR THIS JOB

YOUR PROFILE
1. Completed university studies in business administration or administrative sciences, possibly supplemented by a commercial apprenticeship
2. Several years of relevant professional experience in the commercial sector
3. Several years of professional experience in international cooperation or humanitarian aid programmes; work experience in sub-Saharan Africa is an advantage
4. Knowledge of GIZ's procedures and instruments is a strong asset
5. Willingness to work and live in an area with a temporarily tense security situation
6. Experience in fragile contexts and in security risk management is an advantage
7. Strong communicative skills
8. Dedicated, reliable team player with good diplomatic and intercultural skills and a sound awareness of gender issues
9. Strategically and analytically thinking and acting and ability to grasp new concepts rapidly and prioritise key topics
10. Very good knowledge of French and good knowledge of English, both written and spoken; Knowledge of German is an advantage

LOCATION INFORMATION
We are pleased to offer you a first impression on topics such as climate, shopping and services, the school situation and health care in the Democratic Republic of the Congo.
Bukavu is the capital of the province South Kivu with around 800.000 population. A relatively large number of international organisations are located in Bukavu. The supply with goods for daily needs is sufficient. Medical care is available but not at an international level. Bukavu is located at the Lake Kivu. Though near to the equator, the climate is moderate due to the altitude at ca. 1.500 m. International flight connections are available via the capital of Rwanda, Kigali, that can be reached in a few hours by car, or via Goma, capital of North Kivu, that can be reached in around 3 hours via boat.
Bukavu is non-family-post. The security situation requires increased vigilance. GIZ operates a professional security risk management system. Special precautionary measures apply to GIZ staff, including certain restrictions on freedom of movement in the working environment and in private life. Regular home or holiday trips (CTO) are obligatory.

The security situation is tense. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. The freedom of movement is restricted. It is not possible for life partners and family members to move with you to the country of deployment.

NOTES
This job is suited to a full or a part-time position. The contract may be extended until end of 2025 after commissioning.
The willingness for frequent business trips is required.
