JOB DESCRIPTION The position is responsible for the management of finances and administration of two new projects in the neighbouring provinces of North Kivu and South Kivu. The projects aim at strengthening the resilience in conflict-affected IPD host communities (North Kivu) and the capacities of key actors fighting sexual and gender-based violence (mainly South-Kivu) in eastern DRC. Both projects are part of the German programme in the Peace and Security sector, which is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and KfW Development Bank.
YOUR TASKS 1. You will advise the heads of project responsible for the commissions on commercial processes vis-à-vis the country office and the locations in Germany. 2. You will be responsible for quality assurance, control and handling of the administrative processes of the projects, purchasing and awarding processes, contract drafting, based on all legal, contractual and corporate policy requirements 3. You will be responsible for budget and cash planning, monitoring of costs and expenses, internal controls, continuous review and quality assurance of all administrative-financial processes 4. You will steer the administrative management of financing contracts with national and international recipients as well as with subcontractors 5. You will be responsible for disciplinary and technical management of the administrative/financial staff of both projects (Purchasing/Contracts, Cash Register, Accounting, Logistics, Information Management) 6. You will ensure the planning, organizing and supervising of national and international consultancies 7. You will manage the team members in both projects in accordance with GIZ’s understanding of leadership and will cultivate appreciative leadership

YOUR PROFILE 1. Completed university degree in business administration or administrative sciences, possibly supplemented by a commercial apprenticeship 2. Several years of professional experience and relevant expertise in international cooperation or humanitarian aid programmes as well as in the field of financial Management 3. Several years of professional experience and relevant expertise in the commercial sector 4. Several years of professional experience and relevant expertise in the disciplinary management responsibility of intercultural teams 5. Relevant experience in fragile contexts and in security risk management is an advantage 6. Willingness to work and live in an area with a temporarily tense security situation 7. Work experience in sub-Saharan Africa is an advantage 8. Strong communicative skills as well as dedicated, reliable team player with good diplomatic and intercultural skills and a sound awareness of gender issues 9. Strategically and analytically thinking and acting and ability to grasp new concepts rapidly and prioritise key topics 10. Mastery language skills in French (C2), at least vantage language skills in German and English (B2)
LOCATION INFORMATION We are pleased to offer you a first impression on topics such as climate, shopping and services, the school situation and health care in Dem. Rep. Congo. Goma is the capital of the province North Kivu with around 2 Mio population. A relatively large number of international organisations are located in Goma. The supply with goods for daily needs is sufficient. Medical care is available (not on an international level). Goma is located at the Lake Kivu. Though near to the equator, the climate is moderate due to the altitude at ca. 1.500 m. Goma has an airport with international flight connections. The capital of Rwanda, Kigali, can be reached in a few hours by car. Goma as well as Bukavu are non-family-posts. The security situation requires increased vigilance. GIZ operates a professional security risk management system. Special precautionary measures apply to GIZ staff, including certain restrictions on freedom of movement in the working environment and in private life. Regular home or holiday trips (CTO) are obligatory. The GIZ offers an additional benefits package for deployments in fragile security situations.
