INTRODUCTION
The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a national from its Member Countries to fill the position of Operations Officer (Social Analyst) in the Social Sector Division (SSD) of the Projects Department. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE DIVISION
The Social Sector Division (SSD) of the Projects Department is responsible for the preparation/appraisal and supervision of projects in education and training, human settlements (including sites and services) agriculture and rural development, citizen security and youth development. SSD also has responsibility for the Basic Needs Trust Fund (BNTF), for gender mainstreaming and monitoring of social safeguards across the Bank’s operations. SSD is also engaged in research and the development of knowledge products in the above areas These areas of work are central to the Bank's Strategic Objective of Building Social Resilience and assisting BMCs meet the development targets as set out in the SDGs particularly SDG - 1, 4, 5,10 and 12.

THE ROLE
1. Operations Officers (OOs) are responsible for the identification of capital and Technical Assistance (TA) projects for inclusion in the Bank’s pipeline. Project preparation, appraisal and implementation supervision activities account for a significant portion of the responsibilities of the position.
2. The OO (Agriculture and Rural Development) will either directly, or as part of a team, provide agriculture and rural development expertise in the analysis, assessment, monitoring and implementation of Bank executed agriculture and rural development interventions.

KEY RESPONSABILITIES
The OO (Agriculture and Rural Development) will be required to:
1. Conduct research and analyses on agriculture and rural development to support policy/strategy development and identify potential projects including TA and the eligibility for Bank financing for assistance with project preparation and implementation.
2. Contribute, either as team coordinator or team member, to the preparation and appraisal of loan/grant financed capital and TA projects, in keeping with the Bank’s policies, procedures and guidelines.
3. Provide guidance to the Bank’s BMCs and clients on application of Bank policies and procedures relating to preparation, appraisal and implementation of capital and TA projects.
4. Monitor implementation progress of assigned TA and capital projects through field visits and/or desk reviews of consultants’ and project coordinators’ routine reports, including comparisons with financial, physical and macro-economic monitoring indicators.
5. Provide guidance on CDB’s procurement policies and procedures and support the review of relevant documents and the monitoring of project implementation to ensure compliance with the Bank’s procurement policies and procedures.
6. Supervise approved projects and review and authorise disbursement claims consistent with CDB’s policies and procedures and compliance standards, and apply lessons learned continuously.
7. Prepare or assist in the preparation of policy and strategy papers on agriculture and rural development or other recommendations for enhancing the development effectiveness and efficiency of the Bank’s operations.
8. Maintain effective communication and ongoing working relationships with development partners.
9. Collaborate with key stakeholders including government and non-governmental agencies, local communities, international organisations, research institutions, to ensure a participatory approach in the identification of agriculture sector related challenges to inform the Bank’s development priorities and support project identification, planning and implementation.
10. Provide technical information and/or advice on request from other areas in the Bank and participate in the preparation and associated reviews of Country Strategy Papers, relevant Bank policy and strategic papers/briefs/reports.
11. Contribute to the preparation of annual work plans, annual reports, reviews and impact assessments of BMC projects, including CDB and donor reports, in the Results-Based Management and other required formats and programme-related cases studies and programme research.
REQUIREMENTS FOR THIS JOB
QUALIFICATIONS AND COMPENTENCIES
The successful candidate should have:
1. A first degree from a recognised university in the field of agricultural sciences, agricultural economics, rural development or associated disciplines and a post-graduate degree in any of these areas.
2. Extensive professional experience in agriculture and/or rural development with at least five (5) years’ experience in agribusiness (trade and export), project design and in analysing the economic, financial and social dimensions of agriculture to support economic development.
3. Experience working in the Caribbean or in developing countries.
4. A working knowledge of French and/or Spanish would be an asset.

The OO (Agriculture and Rural Development) must have:

2. Demonstrated experience and understanding of how gender, resilience, youth and the environment influence the outcomes for the development of agriculture in rural communities.
3. Ability to employ principles and concepts of economics to analyse the supply and demand, production, consumption and distribution of goods and services in rural agricultural sectors.
4. Knowledge of procurement procedures and processes.

TERMS OF APPOINTMENT
This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. A pension plan, life and medical insurances are included in the benefits package.
