INTRODUCTION
The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a dynamic professional for the role of Evaluation Officer. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE DIVISION
The Office of Independent Evaluation (OIE) is an independent office of the Bank, reporting functionally to the Board of Directors through the Oversight and Assurance Committee (OAC), and administratively to the President. It has a mandate to evaluate CDB’s development performance, assessing outcomes and impact in Borrowing Member Countries (BMCs). Main products are country strategy and programme, thematic, policy and corporate process evaluations. Validation of Project Completion Reports prepared by the Operations Department is also undertaken.

The work of OIE contributes to the learning of lessons for improvement of the Bank’s operations and policies.

THE ROLE
1. The Evaluation Officer (EO) will participate in and assist in managing and conducting selected evaluations, including thematic evaluations, country level evaluations, corporate evaluations, in accordance with international best practices and standards.
2. The EO will play a vital role in generating valuable insights, lessons learned, and good practices.
3. The EO will collaborate closely with CDB staff, engaging in designing and delivering capacity-building initiatives within the evaluation sector.
4. By enhancing the capabilities of CDB staff to design effective evaluations and proficiently collect essential data throughout the implementation phase, the EO will be instrumental in elevating the quality of CDB evaluations. Some travel within the region may be required.

KEY RESPONSIBILITIES
The job will require the EO to:
1. Prepare Project Completion Validation Reports with reference to the criteria and rating standards of the Bank’s Performance Assessment System (PAS), and verification that sufficient evidence is presented to support results claims.
2. Participate in the identification, planning and implementation of selected evaluations, including thematic evaluations, country level evaluations, corporate evaluations. This encompasses the preparation of approach papers, the procurement and supervision of consultants, data gathering and analysis, review of reports and facilitation of Evaluation Advisory Committees as necessary.
3. Contribute to plan and execute knowledge management activities, to ensure optimal uptake of evaluation lessons and insights, in collaboration with the Evaluation, Research and Knowledge Management Assistant. Promote the use of evaluations, including through enhanced stakeholder engagement throughout the evaluation process.
4. Contribute to the conception and delivery of capacity-building activities tailored for CDB staff. These initiatives are geared towards enhancing expertise within the evaluation sector and fostering the ability to craft effective evaluations while proficiently collecting requisite data throughout project implementation.
5. Contribute to the development and review of evaluation policies, strategies, frameworks, operational guidelines and tools and promote their application.
6. Participate in inter-agency evaluation meetings and in external professional evaluation networks and fora to keep abreast of developments in the area of evaluation.
REQUIREMENTS FOR THIS JOB
QUALIFICATIONS
The successful candidate should have:
1. A postgraduate degree in a relevant field (e.g., evaluation, development studies, economics, social sciences).
2. Professional evaluation qualification, specific training or post-graduate qualification in evaluation and research methodologies.
3. At least seven (7) years of progressively responsible experience in evaluation, research, or related fields.
4. Evaluation quality assurance and assessment mechanisms.
5. Knowledge of French will be an asset.

1. Sound knowledge of evaluations principles, norms and standards, methodologies and latest evaluation trends, gender equality and human rights, disability, inclusion and environmental sustainability issues and how to incorporate them into evaluation practice.
2. The ability to design evaluations and manage evaluation processes, applying appropriate evaluation methodologies.
3. The ability to identify / select appropriate evaluation teams.
4. The ability to plan and conducting systematic, independent and impartial assessments.
5. The ability to Exercise mature judgment, tact, integrity and discretion.
6. The ability to Manage and maintain effective working relationships with people of different national and cultural backgrounds.

TERMS OF APPOINTMENT
This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. A pension plan, life and medical insurances are included in the benefits package.
