ROLE OVERVIEW Under the supervision of the Principal Program Officer Project Preparation, the incumbent shall undertake the daily monitoring of all project preparation activities in the ICT sector. ROLE AND RESPONSIBILITIES 1. Participate in the identification, selection, structure implementation, monitoring and evaluation of regional ICT programs and projects with a focus to reach the viability and financial close of such projects. 2. Develops a comprehensive database of all regional ICT projects implemented by different organizations. 3. Participates in the evaluation of ICT study proposals. 4. Undertake the identification and prioritization of regional ICT projects in accordance with the PPDU Project Preparation Manual. 5. Participates in the training and capacity building initiatives of the PPDU targeted at project units in ECOWAS Member States. 6. Prepares presentations of the PPDU in regional forums on regional ICT infrastructure. 7. Performs any other tasks assigned by the supervisor.

ACADEMIC QUALIFICATION AND EXPERIENCE 1. Bachelor’s degree (or equivalent) in Telecommunications/Electronics Engineering, Information System Management, or any related ICT field from a recognized University. 2. 5 years of relevant professional in the ICT industry in a developing country, with experience in project preparation and physical infrastructure projects. 3. Knowledge of Public Private Partnership projects in developing countries in the ICT sector. 4. Knowledge of ICT infrastructure /best practices, and social impacts of infrastructure development projects and programs, and program performance assessment. 5. Experience in monitoring and evaluation of ICT related projects or programs. 6. Knowledge and experience in policy development process, program design and execution. 7. Knowledge of ECOWAS ICT infrastructure and it strategy as it relates to user area(s) will be an added advantage AGE LIMIT Be below 50 years old. This provision does not apply to internal candidates.
