SYNOPSIS
Infrastructure South Africa (ISA) has the mandate to act as an Aggregator: Single Window of Entry & Custodian of the Country’s Infrastructure Project Pipeline. These compromises of national, provincial, municipal, public and or private sector role players.
Job Description
JOB PURPOSE:
The Public Finance Specialist will provide leadership and management in fiscal and financial planning, and budgeting in the infrastructure development sphere, assessing spending efficiency and effectiveness through monitoring, expenditure, and infrastructure delivery initiatives, and promote sound financial management in the implementation of programmes.
ROLES AND RESPONSIBILITIES
MAIN RESPONSIBILITIES:
1. Monitoring and implementation of Financial Planning and Budgeting: Monitor financial management and budgeting implications of ISA and sponsor department programmes and policy initiatives.
2. Review the annual budget process, sectoral expenditure review processes and participate in various technical committees.
3. Engage stakeholders on latest trends and processes for implementation with regard to public finance legislation, applicable governance and initiatives.
4. Budget analysis and financial planning: Provide strategic direction in government financing, financing mechanisms and levels of funding.
5. Co-ordinate the analysis of budget submissions and budgetary contributions to budget documentation for ISA
6. Plan and provide inputs in fiscal and budget processes, prioritise budget co-ordination, overall fiscal framework, and adjustment estimates.
7. Develop a platform for the development of a three (3) year budget (MTEF) cycle, service delivery and performance indicators and the integration of strategic planning and annual performance plans with the budget.
8. Financial Management, Expenditure and Infrastructure Delivery: Develop internal reporting systems and databases for monthly and quarterly expenditure and service delivery reports.
9. Analysis and Implementation: Participate in sectoral policy processes, institutional reform, and implementation, provide support for strengthening coherence of policy processes, undertake policy analysis and costing.
10. Analyse policies and provide advice to ISA leadership

| REQUIREMENTS FOR THIS JOB |
QUALIFICATION AND EXPERIENCE
QUALIFICATIONS:
1. Degree in Economics, Development Economics, Finance or a similar Social Sciences degree
2. Masters’ in Tax, Public Policy, Public Finance or Economics
EXPERIENCE AND KNOWLEDGE:
1. A minimum of 10 years’ experience in public finance.
2. Familiarity with the applicable legislation, which includes (but not limited to) the Infrastructure Development Act, the Public Finance Management Act, Municipal Finance Management Act, GIAMA, PPP Framework, Standards for Infrastructure Procurement and Delivery, Treasury Regulations.
3. A comprehensive understanding of South Africa’s infrastructure ecosystem
4. Detailed knowledge of the South African public finance terrain, especially government policy development processes, budget processes and financial management
5. Knowledge of approaches to poverty eradication, inequality and related development issues in South Africa
