SYNOPSIS Infrastructure South Africa (ISA) has the mandate to act as an Aggregator: Single Window of Entry & Custodian of the Country’s Infrastructure Project Pipeline. These compromises of national, provincial, municipal, public and or private sector role players.
JOB PURPOSE: The Infrastructure Finance & Investment Lead role is expected to drive the development and implementation of the strategy for the mobilisation of various sources of funding for project preparation and infrastructure delivery in key economic sectors, engage with innovative funding mechanisms including (but not limited to) blended finance and special purpose vehicles and develop partnerships with key stakeholders in the infrastructure finance ecosystem.
ROLES AND RESPONSIBILITIES MAIN RESPONSIBILITIES: 1. Lead initiatives aimed at leveraging public and private sector technical, technological and financial resources for project preparation and packaging 2. Drive the development and utilisation of innovative funding instruments for infrastructure in critical sectors of economic importance including but not limited to the use of new technology and skills transfer initiatives 3. Evaluate the feasibility of investment opportunities/projects with a view of ensuring that they are commercially sound for debt financing, equity financing, blended financing and/or fiscal budget allocations and/or that the involvement of state financial institutions is appropriate; 4. Drive infrastructure investment initiatives in the country’s critical sectors of economic importance 5. Provide expert advice to peers, the Senior Management Team, and Programme Management on thematic areas and relevant issues 6. Engage and/or convene stakeholders at all levels in government and the private sector, on a wide variety of infrastructure projects to be implemented, both locally and internationally 7. Provide strategic and technical support in the appointment of transaction advisors to assist in project preparation feasibility studies, ensuring that the study is of adequate quality for review 8. Draw on South African infrastructure finance experience and international best practice in providing thought leadership, assistance and guidance to government departments, provinces and municipalities; 9. Liaise and interact with role players in the infrastructure delivery value chain 10. Review and understand market related trends, public finance related regulation changes and act as a "barometer", having a sense for the issues taking place in the environment keeping the Programme Management updated 11. Contribute towards creating an enabling environment for regional infrastructure projects financing and investment 12. Address queries related to issues within your programme, providing efficient and effective solutions 13. Articulate and support issues and/or interventions of strategic significance 14. Assist with special projects, designing and producing complex documents, reports, and presentations 15. Demonstrate leadership to maintain credibility, trust, and support to ISA Programme Managers 16. Other projects/duties as designed for overall benefit of the organisation

REQUIREMENTS FOR THIS JOB |
QUALIFICATION AND EXPERIENCE QUALIFICATIONS: 1. An Honours degree in Finance, Accounting, Actuarial Science or Engineering. 2. A Masters’ degree in Development Finance, Financial Engineering or a similar field would be advantageous.
TECHNICAL/BEHAVIOURAL COMPETENCIES: 1. Ability to deal with a wide variety of stakeholders at a senior level 2. Strategic, analytical and problem-solving skills 3. Financial/business analysis skills 4. Financial modelling expertise would be a distinct advantage 5. High level of resilience and assertiveness 6. Ability to monitor and report on performance of infrastructure finance programme 7. Management skills – including planning, leadership, coordination, and staffing 8. Ability to write short, factual, impactful reports or presentations of good quality and high standards 9. Ability to contribute and work with a team of professionals on an open, consultative partnership basis
