JOB OBJECTIVE/PURPOSE OF JOB:
1. The incumbent will be responsible for monitoring the delivery of contracts in accordance with contractual terms and conditions and tendering scope of works in the company.
2. He/she will be responsible for developing transparent, effective and efficient processes and procedures for the company’s contract delivery strategy across functions and projects.
3. With the supervision/support of the legal team, he/she will also engage and support projects and subcontractors performance in executing the projects to ensure adherence to contract terms and ensure that all deviations which may attract variations are tracked and captured.
4. He/she will at all times work in keeping with the Company’s contracting strategy of ensuring minimal liabilities for the company in the course of contracting policy/process and delivery.

JOB DUTIES/RESPONSIBILITIES/ACCOUNTABILITIES:
1. Supports the Commercial/Legal manager in developing the overall plan that addresses the contracting processes and execution of contracts as specified by Management.
2. Definition of contracting strategies and tactics.
3. Prepares pre-qualification and call for bid documentation/packages in accordance with corporate and project contracting and procurement procedures.
4. Coordinates pre-qualification, tendering, bidding clarifications, technical and commercial evaluations and awarding processes ensuring timely progress.
5. Liaises with HSE and operational areas to ensure that contract documents contain the necessary provisions for contractors/suppliers to execute the work.
6. Archive and maintain documentation of all tendering processes as per auditing procedures.
7. Post-contract award support to contract holders (operations and maintenance dpt.)
8. Provides advice to contract holders on contractual issues and prepare/validate contractual correspondence.
9. Ensures all contractual certificates, bonds and insurances required under the contract are in place in due time and ensure that risk management procedures are followed through the tendering, awarding and post-contracting process.
10. Supervises the activities and performance of the contractors and subcontractors through effective contracting plan.
11. Closes out all aspects of the Contract upon completion (or interim completion) in line with company process with clients.

3. Pre-qualifying bidders

5. Defining criteria for evaluation

REQUIREMENTS FOR THIS JOB
EDUCATION QUALIFICATION:
LLB, B /HND in Engineering, Project Management, or any related technical field.

PROFESSIONAL QUALIFICATION:
Related professional courses such as PMP, PRINCE2, CBAP, CPCM

EXPERIENCE
1. 7-10 years experience as contracts analyst/administrator in Oil & Gas, Energy, Telecommunication Engineering/Construction Projects
2. Good understanding of engineering/construction contract management
3. Standard computer & IT skills (MS Work Package)
4. Knowledge of international trade terms
5. Basic business skills negotiation and conflict resolution skills, • Interpersonal skills,
6. Establishes Call-For-Tender (CFT) commercial documents, prepare and circulate the dossiers of pre-consultation and Standard/Complex invitations to bid
7. Verifies the Terms & Conditions (standard, general and financial)
8. Conducts the terms and conditions bid analysis and negotiation for the best interest of the Company
9. Conducts the commercial bid analysis and negotiation, creating a clear definition of responsibilities and documents together with the duet
10. Lead in Recommendations to award through Contracts Committee and with common recommendations with duet
11. Participate in the signing of documents after approval from authorities according to delegations
12. Ensures that own contracts are created and managed in SAP, ensures effective use of tools and systems (NIPEX, Returns on Experience, etc.)
13. Monitors contractor’s performance with Duet, makes recommendations as necessary and maintains a network with Stakeholders (NAPIMS, NCD, DPR, etc.)
14. Ensure full compliance of procedures including safety standards
