REPORTING RELATIONSHIPS:
• Functionally Reports To: Contract/Procurement Manager
• Administratively Reports To: Contract/Procurement Manager
WORKING RELATIONSHIPS:
• Internal Project Department, Finance Department, Quality Department and Stores
• External Clients, Vendors, OEMs, etc.

JOB OBJECTIVE/PURPOSE OF JOB
1. Responsible for purchasing, preparing product specifications and bids for a wide range of products and commodities.
2. Provides constructive and timely performance evaluations.
3. The role is to execute and monitor as well as Manage supplier performance of Quality materials.

JOB DUTIES/RESPONSIBILITIES/ACCOUNTABILITIES:
1. Oversees and maintains inventory.
2. Researches, analyzes, and forecasts current and future buying trends, markets, styles, and products with attention to specified target market and demographics.
3. Develops and maintains relationships with wholesalers and suppliers.
4. Assesses financial risks of purchases.
5. Attends trade shows, product exhibitions, and conferences to maintain an understanding of new products and trends.
6. May act in place of the Manager of purchasing as required and authorized.
7. Performs other duties as assigned.
8. May oversee the scheduling, assignments, and daily workflow of subordinate staff in the department.
9. Provides constructive and timely performance evaluations
10. Ensure continuous supply of required goods and materials and communicate any supply problems which may pose a risk or impact on business operations
11. Monitor market trends, competitor strategies and market suppliers
12. Research and evaluate areas of opportunity and reduce costs where possible
13. Deliver briefs, updates and reports as and when required
14. Develop creative and innovative procurement processes
15. Develop ideas and strategies to improve operational efficiency, add value, aid business performance and work towards a strategy of continuous improvement
16. Negotiate contracts, improved prices and terms of business with suppliers and review opportunities to make business savings utilizing negotiation and procurement best practice tools and methods


KEY PERFORMANCE INDICATORS/PERFORMANCE GOALS (Preliminary – to be agreed)
1. To confer with supervisor/buyers to determine overdue materials and parts and to report the status of the materials within 24 hours of notice
2. To remain in contact with the supplier/contractor to make sure that the project is smoothly running according to schedule and must report every slippage as they occur
3. To frequently check with the suppliers to ensure timely delivery in accordance with the agreed schedule
4. To liaise with the buyer to ensure that the order does not over-run the budget for the material or service
5. Weekly Project update on all orders to be submitted to internal and external customers
6. Ensure quality and compliance to specifications in all procurements in order to reduce rejections. (Continuous)
7. Ensure full compliance of procedures including safety standards

REQUIREMENTS FOR THIS JOB
JOB SPECIFICATIONS:
Education Qualification:
B.Sc./ B.Eng.

Professional Qualification:
Certified Purchasing Professional (CPP), CIPS

Experience
Should include:
1. A minimum of 7 to 10 years experience in a Construction, Fabrication and Engineering firm
2. Ability to add value, reduce costs and make business improvements
3. Contract management and supplier experience
4. Project management experience
5. Strong technical knowledge and understanding of supply chain management
6. Computer literate, including advanced Excel skills
