ABOUIT
The Caribbean Development Bank (CDB) is seeking to recruit a national from its member countries to fill the position of Project Assistant in the Social Sector Division of the Projects Department.
The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE DEPARTMENT
The Projects Department identifies, appraises, and supervises the majority of Capital and Technical Assistance projects, as well as sector loans intended for and/or included in the Bank’s portfolio. Monitoring and evaluating the Bank’s loan portfolio, preparation of sector analyses/policy papers for external training, and the provision of assistance to micro and small enterprises are also within its purview.

THE ROLE
1. Reporting to the Division Chiefs, Unit Heads and/or Project Team Leads as appropriate, the Project Assistant provides support to project teams in developing and implementing the programmes/projects consistent with CDB rules and regulations.
2. The Project Assistant provides common project, administrative and logistical assistance to ensure consistency across support service delivery and enable effective project implementation.

KEY RESPONSIBILITIES
The Project Assistant will be required to:

Project Management Support
1. Participate in the project initiation process by supporting the preparation of project documents and monitoring project approval timelines.
2. Support the preparation of drafts of project profiles and operational plans for technical assistance projects.
3. Provide technical support on the application of Bank operational policies and processes throughout the project implementation process.
4. Support the preparation of project supervision plans, monitoring and results reports, and follow up as requested.
5. Assist in the review of terms of reference ensuring that project activities are consistent with procurement and annual operating plans; in the review of procurement bidding documents and consultant contracts to ensure conformity with Bank policies.
6. Coordinate the organization of project-related missions and workshops.
7. Provide support to the procurement process, including, but not limited to, the preparation of procurement plans and notices and the contract award notices and the conduct of International Due Diligence (IDD) searches.
8. Maintain clear, coordinated, and constant communication of project-related information to technical staff, stakeholders, and the general public.
9. Maintain project-related files and ensure that systems are updated.
10. Support to the project management portal, which includes managing and updating contracts, monitoring information and assigning to relevant staff, maintaining and updating procurement contracts in the system.
REQUIREMENTS FOR THIS JOB
QUALIFICATIONS

The Ideal candidate for this role should have:
1. The Certified Professional Secretary or Administrative Professional Secretary Qualification or the equivalent level.
2. Five (5) years of experience in administrative or project management support.
3. Comprehensive knowledge of administrative processes and procedures.

TERMS OF APPOINTMENT

This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. A pension plan, life and medical insurances are included in the benefits package.
