ROLE OVERVIEW 1. The Information Technology Department (ITD) is looking for a Digital Program Specialist who will be responsible for the functional configuration of business applications as well as quality assurance process design and implementation. 2. The Specialist should be experienced in IT project governance, IT project quality assurance and communication. 3. The selected Specialist will work in a start-up, fast-paced, rapidly changing work environment. They will have the opportunity to drive IT process design and will be exposed to cutting-edge cloud technology and a multilateral development bank’s business environment where they can hone skills in project management, communication, stakeholder management, planning, and risk management.
RESPONSIBILITIES: 1. Design, develop, implement, and manage a comprehensive IT project delivery quality assurance framework, including methodologies, processes, and procedures to strengthen the governance of digital project execution. 2. Ensure that quality assurance processes comply with IT governance processes, procedures, and AIIB’s audit and control requirements. 3. Continuously enhance the quality assurance policy to improve overall efficiency and effectiveness throughout the software lifecycle. 4. Responsible for business application configuration review during project execution and post-go-live with enhancements. 5. Participate in specific digital programs as an IT QA tester to ensure functional delivery quality from vendors. 6. Develop and implement a comprehensive test strategy, plans and cases to cover various business scenarios and validate the functionality of business applications. 7. Conduct regular regression testing to ensure new developments do not negatively impact existing functionalities. 8. Conduct comprehensive defect management activities, tracking defects to resolution. 9. Ensure quality assurance by creating and maintaining high-quality documentation, including test plans, test cases, and test reports. 10. Collaborate closely with cross-functional teams to understand system functional requirements, adapt to changing requirements and track the linkage between requirements and application functions to ensure the delivery of high-quality software and continuous business operation. 11. Work with various teams to drive for a smooth rollout of applications to business users. 12. Communicate with all levels of stakeholders, both internal and external.

REQUIREMENTS FOR THIS JOB |
1. Minimum 5-8 years of relevant experience in IT project management, project governance and software quality assurance in the financial industry; of which a minimum 3-5 years will be hands-on experience in software quality assurance, including system configuration, testing, documentation, process improving, quality metrics and reporting, training, etc. 2. Strong understanding of software testing methodologies, tools, and processes. 3. Excellent project management skills. 4. Effective communication and engagement skills with internal and external stakeholders at all levels. 5. Results-oriented, with a meticulous eye for detail, with the ability to multi-task and prioritize multiple deadlines in a fast-paced environment. 6. The working language of AIIB is English; fluency in verbal and written English is a must. 7. Demonstrated solid knowledge of business applications in the financial industry would be an advantage. 8. Demonstrated solid knowledge of at least one international project management and quality management framework or standard, such as Project Management Body of Knowledge (PMBOK), ISO 9001 Series, Capability Maturity Model Integration (CMMI) and Six Sigma. Certification obtained on at least one international framework or standard would be preferable. 9. Cloud environment working experience would be an advantage. 10.
