Requisition ID 1583 Posted 05/31/2024 Closing on: June 21, 2024 at 11:59pm (China Standard Time) Based in: Shanghai, China Target Market: Global recruitment POSITION OBJECTIVE 1. The Office of the Vice President and Chief Operating Officer (VP&COO), under the VP&COO, is functionally responsible for assisting the VP&COO in all areas of his/her work to achieve the corporate, strategic and operational objectives of the Bank. 2. Reporting to the VP&COO, the Advisor provides transformative insight into the planning, sourcing and implementation of the Bank’s investment projects. The Advisor will also play a key liaison role with all internal and external stakeholders of the NDB. PURPOSE- INTEGRATE/TRANSFORM 1. Lead technical and strategic development within the area of operations to advance the Bank’s reputation into expanded program opportunities. 2. Bring together perspectives from specialist capacities, within and outside NDB, and align those with political and operational dimensions bringing insight into opportunities and risks. 3. Create strategies, policy initiatives, and knowledge products for enhanced programs to advance the office of the VP&COO into new areas and build support with internal and external stakeholders. ENGAGEMENT- EMPOWER/COMPEL 1. Advise the VP&COO on all matters across operation areas to support the preparation and execution of the strategy and decision making in the Bank. 2. Motivate/challenge team members to pursue innovative approaches in operations which advance the program and distinguish the Bank. 3. Build collaborative relationships across departments/divisions, stakeholders, and accredited entities to build capacity in delivering quality outputs (e.g., proposals, services, etc.). 4. Showcase thought leadership in the area of operations to internal and external stakeholders to build the Bank’s reputation as a center of excellence. DELIVERY- DEFINE PROGRAMME/BUSINESS LINE CYCLE 1. Develop frameworks and approaches for capturing information/metrics from the investment projects to determine program performance and efficiency. 2. Devise monitoring and reporting cycles throughout the program activity pipeline and project portfolio to ensure the efficient commitment of resources along with consistent reporting on progress and performance. 3. Develop indicators for operating activities, aligned to the Bank’s results management framework, to capture the impact of operating activities and feed these into assessment and communications initiatives. 4. Integrate best practices related to operations that are learned across the Bank into a platform that is sustainable, evolving, and comprehensive.

REQUIREMENTS FOR THIS JOB |
1. Advanced Degree in a relevant field from a reputed university, with a minimum of 10 years of experience in policy development, executive-level advising, interdepartmental coordination and administrative tasks at the corporate level combined with highly refined communication skills in banking, administrative or diplomatic functions, preferably in a multi-cultural work environment; or a first-level university degree in a relevant field from a reputed university, with a minimum of 12 years of experience in policy development, executive-level advising, interdepartmental coordination and administrative tasks at the corporate level combined with highly refined communication skills in banking, administrative or diplomatic functions, preferably in a multi-cultural work environment. 2. Fluency in English essential to communicate in writing and speaking. 3. Substantive knowledge. Demonstrated capacity gained through extended experience and reflecting subject mastery in operations. 4. Conceptual: Demonstrated envision to create program designs which inform the Bank on new directions/approaches that sustain dynamism. 5. Applied: Demonstrated capacity to produce new approaches and designs on program development that injects dynamism. 6. Communication skills. Demonstrated skill gained through extended exposure/experience as a program advisor. 7. Internal: Demonstrated capacity to enable team to build and enhance skills in program development. 8. External: Demonstrated capacity to deepen client relationships through continual engagement program performance against needs and expectations. 9. Execution skills: Demonstrated achievement in the organization of integrated program/service that address operational variances. 10. Timeliness: Demonstrated capacity to design delivery process to adapt to varying conditions and sustain standards on speed of delivery. 11. Quality: Demonstrated capacity to develop approaches that sustain quality across different operating conditions.
