SYNOPSIS The Partnership Programme Department is established to enhance industry and project development and leverage funding and development of partnerships by: 1) Managing and administering existing funds that finance existing and new projects; 2) Developing partnerships for new funds to support IDC strategies in Industry and Project Development; and, 3) Managing and supporting programmes from government and private sector which support industry and project development e.g. Social employment, SEZs, township and other development programmes. 4) Provide developmental support during project and deal development. 5) Ensuring/facilitating inclusivity and sustainability during implementation
JOB DESCRIPTION The role requires a dedicated, committed solution-oriented and innovative resource with expertise and experience in designing financial solutions, managing funds, assessing and evaluating propositions related to funds, good project management skills and a sound understanding of the South African developmental context.
ROLES AND RESPONSIBILITIES Key outputs and deliverables: General 1. Support Programme Manager in implementing, marketing and origination of transactions for new funds 2. Provide structural support and analysis on deals within the Partnership Programs. 3. Provide specialist due diligence support to fund managers with regards to reporting, financial planning and any other project related matters 4. Drive the innovation strategy and implementation for alternative funding solutions (including fintech) 5. Ensure adherence to internal finance systems and procedures relating to fund activities 6. Support any new funds from a financial execution, planning and budgeting perspective 7. Analyse reports and financial statements of key implementation partners relating to Partnership Programmes 8. Assist with the audit process planning and tracking for funds 9. Serve as steerco member on any developmental initiatives where required Assist the partnerships team with off-balance-sheet fundraising and build relationships with external funders and implementation partners Developmental Context 1. Strong understanding of the Social Economy from a developmental context; 2. Strong understanding of grant and concessional loan funding; 3. Innovative solution-orientated application of project structuring knowledge to support developmental impact and outcomes on projects and programs; and 4. Understanding of developmental dynamics and opportunities to unlock and/or accelerate development for scale, impact and local benefit
Internal /Operational Processes 1. Originating investment opportunities based on strategic fit, developmental outcomes and economic viability. 2. Planning and overseeing new marketing initiatives/strategies aligned to developmental strategies. 3. Conduct detailed market assessment: identifying, researching, filtering and prioritizing of opportunities to improve deal sourcing. 4. End to end management of the funds sourcing process, anticipating client needs and responding with innovative solutions to clients emerging needs. 5. Identifying and closing of pertinent enterprise/project leads for the IDC. 6. Pitching of potential deals/projects to relevant SBUs/Departments/Funds. 7. Client and stakeholder networking 8. Manage all risks within areas of responsibility and ensure compliance by following regulatory requirements and IDC’s internal policies. 9. Attending conferences, meetings and events to grow fund investment/activities and to observe trends/opportunities within the sector. 10. Screening of enquiries and basic assessments of applications. 11. Participate in the DD process with specific focus on strategic orientation and developmental outcomes. 12. Facilitate the achievement of objectives and outcomes of the Partnership Programme Funds. Customer Focus & Stakeholder Management 1. Client relationship management 2. Ensuring that customer complaints are attended to timeously and feedback is provided to the complainant and Head 3. Gathering of feedback and taking corrective action on client queries to ensure satisfaction and retention. 4. Build relationships, networks and collaborate with internal and external key stakeholders and clients to position IDC as the 'go-to' funder development financing opportunities and ensure that IDC’s product offering and expertise are used to the optimum in supporting the sector. 5. Close liaison with the IDC SBU and Department teams as well as Post-Investment teams to ensure alignment in client service and stakeholder management. 6. IDC representation on Steering Committees as required. 7. Participate in internal product, scheme or fund development. 8. Participate in external policy development processes.
Fund Management Support 1. Assist with the design, establishment and operationalization of funds and programmes; 2. Ensure compliance with IDC systems and processes; 3. Provide expert technical advice and support to funds and programmes; 4. Assist with the management of performance of funds and programmes against key deliverables, budget and timeframes; 5. Assist in the achievement of Departmental objectives and outcomes; 6. Introducing appropriate fund management technology within the Partnership Programme ecosystem to support the roll-out of better IDC offerings and products; and 7. Collaborating with outside funders on developing creative models for partnerships and co-funding.
Management of Processes and Evaluation/Assessment 1. Analysis and assessment of opportunities and projects; considered by the various teams within the Department; 2. Refining Project Evaluation Tools and Methodologies; 3. Project assessments, evaluations and recommendations during due diligence and approval stage; and
Technical Financial Support 1. Project scoping and presentation support; 2. Guidance on project execution for success to accelerate progress; 3. Monitoring and Reporting impact; and 4. Development of policies and procedures for fund administration and management.

REQUIREMENTS FOR THIS JOB |
QUALIFICATION AND EXPERIENCE QUALIFICATIONS: 1. Minimum qualification: relevant commercial or financial degree 2. An additional qualification for e.g. Hons, CA, MBA/MBL would be an advantage.
EXPERIENCE: 1. 8-10 years’ experience in an environment with previous focus in a Business Development / Coverage and deal sourcing / project origination role. 2. Deep knowledge and experience in respect of the social economy and associated aspects. 3. Experience in leading, initiating and developing new business strategies and opportunities to create a pipeline of development impact projects/deals ensuring the growth of IDC’s investment in the 4. Strong ability to develop networks and relations with clients, both local and global, in order to identify and source viable opportunities/projects/investments. 5. Deal making experience in the development finance space. 6. Fund and portfolio management experience. 7. Proven experience in working with senior stakeholders in highly political environments 8. Proficiency in client relationship management. 9. Knowledge of IDC products and services. 10. Good networks within sector in both private and public space
