ABOUT

MAIN PURPOSE OF THE JOB
To manage and execute appropriate Supply Chain Management (SCM) principles within the organisation by implementing, enforcing, maintaining and executing policies, standards and processes in line with legislation and the strategic objectives of the corporate plan of the SCM Division and Land Bank and its subsidiaries.

KEY PERFORMANCE AREAS
Manage Operational Activities and Decision Making
1. Manage and oversee the procurement of goods and services in line with policy, procedures and relevant legislation across the Land Bank Group
2. Manage procurement spend in line with budgets across the Land Bank Group
3. Manage expenditure and purchasing in line with the Annual Procurement plans of the Land Bank group
4. Manage cost containment in line with national treasury cost containment guidelines and drive cost savings through effective negotiations with service providers

RFQ and Tender Process Execution
1. Manage the end-to-end RFX (RFQ,RFP and RFI) process in line with the policy, procedures and relevant legislation
2. Advise business on process and best practice
3. Advise on the relevant procurement method and execute
4. Ensure understanding of business requirement and selection of relevant suppliers
5. Assist business with the resolution of any queries
6. Prepare relevant reports for submission to all committees and manage until approval
7. Create POs and engagement letters where necessary
8. Manage all documentation including archiving
9. Ensure audit documentation is complied and readily available
10. Maintain registers for PO, RFPs, RFIs

Oversight of Supplier Development and B-BBEE Elements on B-BBEE Scorecard
SUPPLIER DEVELOPMENT
1. Execute on the supplier develop strategy to actualise the BBBEEE scorecard requirements
2. Determine and advise on criteria as aligned to requirements of the act
3. Identify supplier development initiatives together with business
4. Conduct needs analysis with identified suppliers that qualify
5. Advise on initiatives in line with legislation
6. Obtain approval of supplier development initiatives at executive level
7. Assist with engagement of supplier
8. Assist with monitoring initiative
9. Assist with documentation and reporting on initiative
10. Contribute toward the Land Bank B-BBEE Scorecard

OVERSIGHT OF B-BBEE VERIFICATION
1. Manage and Maintain BEE targets for Supplier Development and Preferential Procurement
2. Identify and implement initiatives to Increase LB providers with required BEE credentials
3. Determine the BEE Targets as set by the Bank
4. Contribute toward the Land Bank B-BBEE scorecard
5. Manage operations to ensure that targets are met

Enforce SCM Governance, Risk and Compliance
1. Enforce and monitor National Treasury SCM legislation, procedures and practice notes within the SCM function and the Land Bank Group
2. Enforce compliance to other relevant industry specific legislation within the SCM function
3. Report to National Treasury on a quarterly basis against procurement plans, tender spend, contracts and deviations from process
4. Assist with internal Audit SCM audits. Respond to and resolve all audit findings. Ensure no repeat findings.
5. Assist with Auditor General SCM audits. Respond to and resolve all audit findings. Ensure no repeat findings
6. Ensure no irregular, fruitless and wasteful and unauthorized expenditure within the SCM process
7. Provide guidance and advise on SCM legislation, policies and procedures across the Land Bank Group

Management of Stakeholder relationships (EXCO/Procurement Committee/Project Portfolio Committee/Board/Board
Sub-Committees/National Treasury) as part of 2iC Function or as needed
1. Manage the administration of the Procurement Committee.
2. Sit on various committees to represent SCM as needed
3. Member of the SOE Procurement Forum
4. Provide advice and guidance at all levels of the Land Bank Group
5. Provide advice and guidance at an executive and board level as needed
6. Reporting at an EXCO and Board level on SCM across the Land Bank Group as needed
7. Present SCM requirements at staff induction as needed
8. Present SCM requirements and training sessions at business unit Mancos as needed
9. Manage supplier relationships

Ad-Hoc 2iC Role and oversight of all areas as needed
1. Rotation stand-in as Head of SCM to manage all functions aside from HC matter as delegated
2. Rotation stand in for other roles within the department in the absence of the resource as delegated by the Head of SCM
REQUIREMENTS FOR THIS JOB
PREFERRED MINIMUM EDUCATION AND EXPERIENCE
1. 3 Year Degree in Supply Chain Management
2. MCIPS diploma
3. 7 years experience within a state-owned entity Procurement environment
4. 5 years experience as Manager:Supply Chain Management
5. 5 years General end-to-end SCM processes experience (especially public sector)

CRITICAL COMPETENCIES
1. Microsoft Office
2. Knowledge / Experience Procurement Systems
3. Legislative and Regulatory Requirements
4. Public sector including State-Owned Enterprises (SOE) Procurement Procedures
5. Finance Principles
