ROLE OVERVIEW 1. The Assistant Chief Economist plays a senior role in the office of the Chief Economist to support the twin mandates of (a) promoting AIIB’s thought leadership in the global infrastructure and development agenda and (b) providing economic analysis and related operational support to AIIB’s financing. 2. The Assistant Chief Economist will support the Chief Economist to plan, implement and supervise the work of the Economics Department in support of AIIB’s goals. 3. The Assistant Chief Economist will work with the Chief Economist to: 1) Oversee the economic assessments, and ensure the soundness, of all financings as required under AIIB’s policy. These include macroeconomic assessment and debt sustainability, sectoral, and project level analysis. 2) Oversee the implementation of relevant policy-based financings together with other departments. 3) Promote research on sector policy and economic development issues of short-, medium- and long-term relevance to Asia including areas of strategic concern to AIIB. Develop research partnerships. 4) Oversee and actively disseminate AIIB's publications prepared by the Department. 5) Keep AIIB's Board and Senior Management informed of emerging policy developments and challenges. 6) Represent AIIB in international meetings.
RESPONSIBILITIES: Leadership and Strategic Management 1. Work with the Chief Economist to develop and project thought leadership, vision, goals, and development strategies through high quality research. 2. Provide leadership in professional and operational matters, taking the lead in introducing new or innovative approaches to policy and operational issues. 3. Oversee the planning, implementation and supervision of the Department's work programs and monitor the quality of outputs, achievement of long-term goals and annual objectives for the Department. 4. Anticipate the Department’s resource requirements and ensure the efficient allocation of budget and resources. 5. Oversee effective coordination and cooperation with other AIIB departments and internal stakeholders.
Research Management 1. Lead the planning, coordination and execution of AIIB's research activities, including collaborative research with other institutions. 2. Oversee the provision of analytical support and economic analysis to operations and other departments. 3. Oversee the development of appropriate methodologies for the conduct and monitoring of economic analysis for country engagements, investment projects and programs. 4. Oversee the periodic review on a continuing basis of the economic analysis of projects and other economic research and development support work being carried out in AIIB. 5. Oversee the collection of statistical data to maintain a database and provide related support services.
Staff Supervision 1. Create and lead multidisciplinary teams and ensure the overall quality of their work. 2. Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance. 3. Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.
Reporting Relationships 1. Supervisor: Chief Economist 2. The following staff positions may be supervised by the incumbent: Team leaders and staff of the Economics Department.

REQUIREMENTS FOR THIS JOB |
1. Doctorate degree or equivalent in economics, finance, public/business administration or related fields. A master's degree in economics combined with demonstrable experience in similar organization/s may be considered in lieu of a doctorate degree. 2. Suitability to undertake the responsibilities mentioned above at the required level. 3. At least 20 years of relevant experience with an excellent track record of economic research and publications in internationally refereed journals. 4. Established reputation in academic and/or policy making circles, networked among peers, with demonstrated ability to engage and to project key messages. 5. Sound planning, management and administrative skills together with superior interpersonal negotiating skills. 6. Demonstrated track record in creating, motivating and leading diverse teams of highly qualified professionals. 7. Good knowledge of multilateral development bank's organizational policies and procedures, including budgeting and human resource management. 8. Excellent oral and written communication skills in English. 9. International experience working in several countries.
