Requisition ID 1604 Posted 07/16/2024 Closing on: July 27, 2024 at 11:59pm (China Standard Time) Department Environmental , Social and Governance - Environmental , Social and Governance Based in: Shanghai, China Target Market: Global recruitment ROLE OVERVIEW 1. Reporting to the Chief, Environmental, Social and Governance, the position will be responsible for ensuring compliance of projects financed by the Bank with Bank’s Environmental and Social Framework and Environmental and Social Standards (‘Framework’) and member country environmental and social policies, country systems and practices. 2. The position is expected to: (i) conduct review of relevant environmental and social country systems of NDB member countries; (ii) contribute to the effective processing of projects by ensuring compliance with the environmental and social requirements of the Framework and requirements under national laws and regulations for managing environmental and social impacts of the projects; (iii) identify systemic environmental and social risks and impacts and develop plans to manage the risks and impacts; (iv) ensure implementation of environmental and social impact mitigation plans in the on-going projects; and (v) contribute to policies, programs, training related to environmental and social impact laws and standards that may impact the Bank’s operations. SPECIFIC RESPONSIBILITIES include but not limited to: 1. Undertake timely review of relevant environment and social country systems and identify gaps with requirements of NDB’s Framework. 2. Evaluate projects based on member countries’ environmental and social laws and regulations and Banks’ Environmental and Social Framework and provide inputs to the project teams to ensure achievement of environmental objectives in project design to enhance development effectiveness of projects. 3. Assess environmental and social risks in the design and implementation of environmentally sensitive and complex infrastructure projects and help the clients to make impact assessments and prepare impact mitigation plans and review the assessments and plans. 4. Ensure appropriate environmental and social compliance related requirements and documentations for assigned projects during their preparation and implementation. 5. Participate in project processing missions and project review missions to monitor implementation of environmental and social impact mitigation plans. 6. Coordinate with stakeholders in the member countries like multilateral development banks, government bodies, and other development partners and stakeholders to share good practices and further the Bank’s vision for sustainable development. 7. Contribute to activities for client’s knowledge building relating to NDB’s ESF. 8. Supervise land acquisition and involuntary resettlement activities in projects under preparation & implementation. 9. Assess the meaningfulness of consultation processes undertaken in line with country systems in member states and ensure implementation of the resettlement action plans for projects. 10. Monitor and assess the evolving environmental and social practices both in the public and private sector to guide the relevant work and share knowledge in the Bank. 11. Other duties and responsibilities assigned from time to time.

REQUIREMENTS FOR THIS JOB |
1. Minimum of 5 years of relevant professional experience in a multilateral development bank or national project finance institution, national environmental agency, environmental and social consulting, or public or private sector institution. 2. Knowledge and experience in infrastructure sector in member countries, and the related environmental and social laws, policies, procedures and systems in member countries is a pre-requisite. 3. Knowledge of environmental and social policies, regulations and legislation in member countries and other emerging economies with proven experience of managing environmental and social compliance for projects. 4. Relevant experience in conducting stakeholder participation engagements. 5. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration. 6. Readiness to undertake activities in the field when required. 7. Master’s Degree or equivalent in a relevant professional field, preferably in Environmental or Social Sciences, Engineering, or Natural Resource Management, from a reputed university.
