In order to sharply focus the objectives of the Ten Year Strategy (2023– 2032) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. THE COMPLEX: The Senior Vice-Presidency is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results. The Senior Vice-Presidency will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions. The Senior Vice-Presidency will lead Senior Management discussions, decision-making processes and the implementation of keyboard and Management decisions. THE HIRING DEPARTMENT/DIVISION: The primary role of the Programming and Budget Department is to develop a strategic approach to planning and budgeting, and to coordinate the definition, planning, implementation and monitoring of Bank-wide programming and budgeting processes. The Budget Execution Coordination Division is responsible for budget execution coordination support through the coordination of the work programme planning, budgeting and resource management at the various complexes in close consultation with all stakeholders throughout the Budget cycle. It is also responsible for performance monitoring and reporting on the implementation of the work program and budget. It contributes to the development of Key Performance Indicators and provides quantitative and qualitative analyses on the Bank’s performance for information, control and decision making. In addition, it is in charge of implementing capacity building programs on budgeting and resource management. THE POSITION: The responsibilities of the Senior Budget Officer - Performance Monitoring and Reporting are to: 1. Prepare periodic reports to Management and the Board on Bank Group Work Programme and Budget Performance, comprising of: i) Quarterly Budget and Work Performance Report; (ii) Retrospective Review of the Administrative and Capital Expenditure Budgets and Performance Report and; (iii) Other Budget and Performance reports requested by Senior Management or the Board; 2. Work closely with Business Units and the Delivery Performance Management and Results team (SNDR) in the development, revision and monitoring of the Corporate KPIs as well as design and implementation of effective performance monitoring and reporting systems; 3. Provide periodic analytical and advisory assistance to Management that will facilitate the enforcement, monitoring and reporting of cost savings and efficiency gains in the utilisation of the Bank’s Administrative and Capital Budget; 4. Ensure data quality management for reporting purposes and provide various quantitative and qualitative analyses on work programme and budget performance for decision making. KEY FUNCTIONS: Under the general supervision of the Director, SNPB and reporting to the Division Manager, Budget Execution Coordination (SNPB.2), the Senior Budget Officer - Performance Monitoring and Reporting, will perform the following duties: 1. Provide quantitative and qualitative analyses on performance monitoring data for the statutory budgets and work programme performance reporting to the Board and other management reports; 2. Review data provided by the Bank’s departments for statutory and other budget and work programme performance reports to ensure consistency; and working with units to resolve any identified issues; 3. Participate in the drafting and preparation of the statutory and other periodic reports for Management and the Board on Bank performance comprising: (i) Monthly complexes budget performance reports; (ii) the statutory quarterly budget and work programme performance reports and annual retrospective review report; (iii) special reports and (iv) any other ad hoc reports; 4. Work closely with Business Units and the Delivery Performance Management and Results team (SNDR) in the development and revision of the corporate performance KPIs for reporting to the Board; 5. Provide proactive and forward-looking analyses on performance monitoring data for periodic assessment of budget resource utilisation status and make appropriate recommendations to improve performance as deemed appropriate within this context. 6. Provide periodic analysis as required that will facilitate enforcement, monitoring and reporting of cost savings in the utilisation of the Bank’s Administrative and Capital Expenditure Budgets; 7. Consolidate responses and preparation of Q &A documents to address questions received from the Boards and management on Budgets and Work Programme Performance Reports and other ad-hoc reports; 8. Undertake any assigned responsibilities as part of the performance reporting team including preparation of PowerPoint presentations and proof-reading of documents prior to distribution; 9. Actively participate in the enhancement and administration of budget, cost accounting and work programme performance reporting systems and tools/ dashboards; 10. Participate in institutional initiatives and working groups on behalf of the division as may be assigned by the Division Manager; 11. Deliver training and elaboration of training materials as needed, on planning, budgeting, budget system utilization and performance matters;

REQUIREMENTS FOR THIS JOB |
COMPETENCIES (skills, experience and knowledge): 1. Hold at least a Master’s degree in business management, Finance, Accounting, Economics or related fields; 2. Have a minimum of five (5) years of relevant work experience in preparation and drafting of work programme implementation reports and/or budget performance reports; and analyses and presentation of performance data/metrics for management decision making. 3. Capacity for conceptual and strategic analysis and good command of budgetary, operational management and performance monitoring matters. 4. Ability to manage sensitive information in a multi-cultural environment 5. Ability to work independently with little supervision 6. Demonstrate high degree of attention to detail and strong focus on data quality control; 7. Strong knowledge of budget and work program implementation processes in organizations as the Bank. 8. Ability to disseminate knowledge and communicate effectively on budget management and performance matters. 9. Strong leadership, client orientation as well as team working skills. 10. Capacity to diagnose and resolve multiple, concurrent problems as well as managing multiple, simultaneous and shifting demands, priorities and tight deadlines. 11. Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other language. 12.
