POSITION OBJECTIVE:
The Public Sector Department, under the office of the Vice President for Operations, is responsible for the preparation, appraisal, processing, and negotiation of sovereign operations as well as operations with sub-national governments with or without sovereign guarantees in the various sectoral areas including Water and Sanitation, Transport, Urban Infrastructure, Energy, Social Infrastructure, Digital Infrastructure, and Sustainability. These programs/services are critical to ensuring that NDB is able to develop a pipeline of projects for execution across member countries aligned to the Bank's priorities and the needs of its stakeholders.

The Young Investment Professional, Public Sector is a project team member responsible for analytical review of project needs specific to project structuring and appraisal in order to continue in their development of their professional experience. The analyses and project support work is focused both on substantive aspects of investment projects and the utility of current approaches aligned to the needs of stakeholders. The provision of analysis is critical to the sustained relevance of the investment activities of the Bank and its capacity to adapt to emerging needs.

PURPOSE (Apply Basic Concepts):
1. Research background data (technical, financial, economic, etc.) essential to loan/investment project structuring and/or appraisal in the public sector area.
2. Identify key issues in project development and execution of specific components of the project which supports completion of project design.
3. Explore possible options for organization of project activities/deliverables.
4. Initiate project monitoring to assess consistency with objectives and NDB standards to ensure alignment with established project plans/designs.

ENGAGEMENT (Acquire):
1. Present information/research on specific components of projects to support timely project structuring and appraisal.
2. Make team aware of operational issues in project execution.
3. Engage stakeholders on the delivery of analyses identifying deliverables and timeframes, and data requirements.

DELIVERY (Understand Project/Business Cycle):
1. Deliver project analysis and research in a timely manner that supports the broader execution of individual projects in the public sector pipeline.
2. Assess project performance/delivery against established metrics identifying deficiencies against established timelines/milestones.
3. Bring rigor in the provision of analyses that conforms to NDB standards in the structuring and appraisal of public sector investment projects.
REQUIREMENTS FOR THIS JOB
1. Master’s Degree or equivalent in areas relevant to NDB mandate (e.g., Economics, Finance, etc.)
2. Minimum 3 years of relevant professional experience in financial institutions, consulting companies or research centres working in the areas of NDB operations, on positions focused on appraisal of sovereign guaranteed loans for investment projects and programs.
3. Fluency in English essential to communicate in writing and speaking.
