MAIN JOB DESCRIPTION |
REPORTS TO Regional Lead: Public Private Partnership and Sovereign Lending Group GRADE: BUSINESS SECTOR: Public Private Partnership and Sovereign Lending Group (PPP & SO) Location Abidjan Regional Office JOB PURPOSE: 1. Responsible for the execution and design and delivery of housing finance solutions in collaboration with member countries for both supply and demand of housing, and will contribute in addressing mixed-income, mixed-use and social housing requirements. 2. The primary focus will be driving sector business volume, impact, profitability, and quality of the Project Finance Group.
KEY RESPONSIBILITIES AND JOB DIMENSIONS Key Responsibilities Strategy Execution 1. Execute the quarterly and annual business plans for Project Finance to enable business development, with the objective of building a robust investment pipeline. 2. Initiate collaboration and share expertise as a subject matter expert with other business sectors, providing advice, peer review and contribution to knowledge products across the institution to strengthen internal and/or external client solutions, including targeting potential investments and advisory work. 3. Promoting the institution’s brand and participating in sector specific conferences and workshops.
Transaction Origination 1. Track developments and monitor target market, conduct roadshows and other market activation activities, build, and maintain a network of potential institutions and counterparties, collect information and documentation, screen proposals and identify Project Finance lending opportunities that best meet PPP & SO objectives. 2. Develop a strong pipeline of good quality investment opportunities, anticipating market trends and employing sector/country knowledge. 3. Synthesize information into internal reports for decision making purposes.
Structuring and Negotiation 1. Evaluate, at an early stage, the quality of potential counterparts and projects to determine bankability and alignment with the Client objectives and eligibility criteria. 2. Conduct credit and financial due diligence by developing financial models and in general assessing the risk and credit profile of proposed transactions and reviewing related contracts and project documents. 3. Develop innovative and appropriate financial structures for complex transactions. 4. Work with potential clients to develop financing structures in line with the institution’s Risk and Policy Guidelines. 5. Coordinate the appraisal process to establish creditworthiness of the Borrower/ Guarantor and the financial, economic, and technical viability of the project. 6. Participate in due diligence missions and provide technical support and recommendations to Project Team in negotiations with project developers, sponsors, and financiers to facilitate the financial closing of transactions and implement projects. 7. Lead and negotiate with developers, sponsors, and financiers to facilitate the implementation of transactions and underlying projects. 8. Represents the Client in specific transactions with external technical advisors, consultants, and lawyers. 9. Draft term sheets, financial reports, lending proposals and approval documents and facilitate approval by appropriate hierarchies. 10. Ensure that the financial terms set by the institution provide adequate returns and impact. 11. Negotiate commercial terms and conditions of loan and other project documentation with counterparts. 12. Develop solutions and overcome impasses in straightforward and complex transactions. 13. Participate in the follow-up, monitoring and possible renegotiation of transactions.
Environmental and Social (E&S) 1. Coordinate closely with social, environmental, and technical assistance colleagues to add value to the institution’s clients' businesses, find pragmatic solutions to the specific sector challenges, and achieve sustainable development impact.
Disbursement and Monitoring 1. Coordinate contractual compliance and the disbursement process.
Mentoring and Coaching 1. Mentor and coach colleagues to help build cross functional talent across the business sectors.
Working Conditions 1. The role requires working non-standard working hours and occasional out of station travelling.

REQUIREMENTS FOR THIS JOB |
JOB COMPETENCIES (Knowledge, Experience and Attributes/Skills). Academic Qualifications 1. Postgraduate degree in Business Administration, Banking, Economics, Finance, Commerce, Economics, or a degree related to construction field (architecture, quantity survey, civil engineering) but with a strong background in Finance and Economics.
PROFESSIONAL QUALIFICATIONS/MEMBERSHIP TO PROFESSIONAL BODIES 1. Relevant certifications in Real Estate Development are a requirement for this role.
Previous relevant work experience required 1. Five (5) years of experience with a Development Finance Institution (DFI) a commercial bank, an international financial institution, or a private equity fund with tasks related to Real Estate project financing. 2. Proven track-record of sourcing, structuring, and closing project financing in real estate and/or infrastructure sectors, ideally including investments in Africa. 3. Strong business development and client relationship skills demonstrated by track record; sound business judgment in screening and identifying leads. 4. Deep industry and market knowledge of real estate and/or infrastructure sector; affordable housing real estate experience is a plus; understanding of real estate and/or infrastructure challenges faced by member countries. 5. Ability to interact directly and independently with the senior management of potential clients, financial and technical partners as well as senior government officials. 6. Project finance and equity investment experience is essential; strong credit skills backed by references and deal sheet; demonstrated ability to structure complex debt and equity transactions.
