Requisition ID 1641 Posted 09/03/2024 Closing on: September 24, 2024 at 11:59pm (China Standard Time) Department Human Resources Duty Station: Shanghai, China Target Market: Global recruitment POSITION OBJECTIVE The Human Resources Department, under the Vice President and Chief Administrative Officer, is functionally responsible for effectively managing and optimizing the organization's workforce to achieve its strategic goals and objectives. Reporting to the Director General, Human Resources, this position will be responsible to lead the HR Centers of Expertise (CoEs) Division and together with the Director General of HR, execute the HR vision and strategy for the Bank and will work on areas of expertise, among others, talent acquisition, talent management, compensation and benefits, learning and development, performance management, HR system, HR policies and governance, and overall HR operations to facilitate realization of Bank’s growth aspirations in-line with organizational goals. PURPOSE (Integrate/Transform) 1. Together with the Director General of HR, develop and improve HR strategies, policies and tactics pertaining to talent acquisition, talent management, compensation and benefits, learning and development, performance management, and all other HR operations at the Bank, in line with the vision and strategy of the Bank and business units. 2. Bring together specialist capacities and financial resources to create an effective platform of service in Human Resources aligned with business needs and institutional mission. 3. Direct delivery of Human Resources services ensuring consistency with standards and program metrics. ENGAGEMENT (Empower/Compel) 1. Empower team members to pursue innovative approaches in Human Resources which advance the program and distinguish the Bank. 2. Develop plans for staff development, team organization, and mentorship to strengthen the capacity of Human Resources to deliver on its mandate aligned to the greater work of the Department. 3. Build collaborative relationships across stakeholders, and accredited entities to build capacity in delivering quality outputs (e.g., proposals, services, etc.). 4. Represent the area of Human Resources to internal and external stakeholders to build NDB’s reputation as a dependable organization capable of delivering programs/services in the field of development finance. DELIVERY (Define programme/Business line cycle) 1. Manage the implementation of HR processes such as talent acquisition, compensation and benefits, talent management, performance management, leadership development, learning and development etc. in line with the HR policies. 2. Implement the HR processes as per the specified HR budget of the Bank in a cost effective and efficient manner and identify areas of cost optimizations including use of technology, outsourcing etc. 3. Configure structures, processes, reward systems, and people practices for creating an effective organization capable of achieving the Bank’s strategy. 4. Keep abreast on the latest HR developments in the multilateral development banks, financial institutions and the private sector and continuously improve HR policies and procedures at the Bank. Maintain relations with global HR professional associations. 5. Manage audit and compliance reports and audits while ensuring compliance with various policies and processes across the Bank. 6. Manage the day-to-day administrative operations of the Human Resources Department including payroll processing, vendor management, HR files documentation etc. 7. Administer the technology required to maximize the efficiency and effectiveness of the HR functions. 8. Develop reports and dashboards that can provide insights on current HR practices and trends, and make data-backed and theory-backed decisions about human resources including staff retention, engagement, and productivity etc. 9. Nurture talent and coach the team to ensure continuous learning and development of the team. 10. Other duties and responsibilities assigned from the Director General of HR from time to time.

1. Master’s Degree or equivalent in a relevant professional field from a reputed university. 2. Minimum of 12 years of relevant professional experience in leading teams, create and develop high performing teams, in a multilateral development bank or equivalent or regulated private sector financial institution or government agent or a large corporate enterprise. 3. At least 3 years of management experience. 4. Proven track record of planning, developing and implementing new and revised HR programs, policies and procedures pertaining to talent acquisition, talent management, compensation and benefits, learning and development, performance management, etc. to align with the organizational goals and competitive practices. 5. Proven experience in providing thorough leadership and best practice HR expertise to the entire organization. 6. In-depth knowledge of key trends in Human Resource Management including knowledge of technology solutions for innovative HR practices. Experience in implementing and upgrading the HR system.
