ABOUT

The Public Sector Clients Department, Region 1 (PSC1) is responsible for identifying, originating, preparing, executing, and investing in projects with public sector clients in South Asia (except Afghanistan and Pakistan), South East Asia, the Pacific Islands, and Sub-Saharan Africa across the range of AIIB-covered sectors through various financing instruments and solutions. PSC1 leads the coverage of public sector clients, taking responsibility for project preparation, due diligence, and approval processes of projects, ensuring key economic, commercial, financial, and legal issues are considered and incorporated in the financing structure and legal documentation, and followed through during the implementation phase. The sectors covered by PSC1 financing include transport, energy, water, sanitation, urban, health, education, digital and other productive sectors linked to infrastructure.

ROLE OVERVIEW
1. The Senior Investment Officer within PSC1 is responsible for contributing to AIIB’s lending program in Region 1 by supporting the establishment, maintenance and development of client relations, identifying potential lending needs, maintaining current information regarding the debt sustainability and overall socio-economic situation of selected countries, supporting the Director General (DG) and Managers on business development in Sub-Saharan Africa.
2. The specific responsibilities of this position cover all aspects of client relationship management in relation to the products being offered, such as sovereign loans, sub-national loans, preparation grants, climate-based loans and non-sovereign loans. Thus, the Senior Investment Officer will need to work closely with the Department’s Director General and Manager.

RESPONSIBILITIES:
1. Lead, co-lead, or assist the DG and Sector Heads/Managers in the creation and maintenance of client relations and peer relationships in Sub-Saharan Africa.
2. Conduct review of potential Member borrowing needs and identification of potential lending opportunities.
3. Maintain updated information and database of Member status, economic outlook, risk profile, and government priorities for Sub-Saharan Africa.
4. Lead, co-lead or assist the DG and Sector Heads/Managers in the creation of Multi-year Rolling Pipelines in AIIB Members.
5. Participate in dialogues with clients, co-financing partners and other stakeholders on business development issues in Sub-Saharan Africa.
6. Support business development activities in public infrastructure sector projects by interacting with clients, governments, other institutions (commercial banks, multilateral agencies, NGOs, consulting firms, contractors, intermediaries, etc), gathering information on the ground, and building business relationships in Sub-Saharan Africa.
REQUIREMENTS FOR THIS JOB
1. Minimum of 8-10 years of relevant working experience in infrastructure financing, planning,engineering or economics. This experience may come from working in an multilateral development bank (MDB), bilateral financing agency, government or consulting firm or equivalent.
2. Experience working in at least two of the main sectors of AIIB is required: transport, energy, water or urban. The experience should include operations or the management of projects in middle-income and/or developed countries. Experience in planning and programming of investment and maintenance works in infrastructure , and knowledge of corresponding policies and institutions would be favorably considered.
3. An understanding of the challenges facing the African infrastructure sector, and familiarity with the structure and workings of the infrastructure sectors is desired.
4. Experience in the infrastructure sector working with MDBs, development organizations, consulting organizations and operating companies, particularly in Sub-Saharan Africa, would be an advantage.
5. Demonstrated experience in client relationship management, business development and project management in infrastructure is necessary.
6. Demonstrated experience in working in the infrastructure sector in Sub-Saharan Africa is necessary.
7. Strong organizational and project management skills to conduct day-to-day management of a large and complex project portfolio.
8. Experience working with multicultural teams;
9. Proficient oral and written communication skills in English, knowledge of a language(s) of an AIIB Members would be an advantage.
10. Master’s degree or equivalent in economics, engineering or other infrastructure-related fields including geography, infrastructure planning or management is required.
