The Sectors, Themes and Finance Solutions (STF) Department drives the development of technical excellence and expansion of financing knowledge across sectors and themes to support AIIB's sovereign and nonsovereign investment operations. It performs a forward-looking role in shaping the direction and impact of AIIB investment operations, initiating and carrying out upstream work to support and incubate new initiatives, in frontier technologies, public-private partnership (PPP) advisory, and other productive sectors. STF focuses on ensuring that the investment operations fully align with the Bank’s corporate strategy and support the Client Departments (CDs) in implementing relevant sectoral strategies and thematic priorities to maximize the development impact. It plays a leading role in introducing and operationalizing new products and financing modalities before they are mainstreamed by the CDs. STF represents the Bank in international fora to discuss sectoral, thematic, and financing issues, establishing and branding AIIB as a premier development institution by actively networking with other development partners and contributing to the global development agenda. STF contributes to cross-bank roles including reporting, branding, and upstream engagement.
ROLE OVERVIEW The Senior Investment Solutions Specialist – Transport is expected to support the Manager – Investment Solutions in delivering the unit business plan, as assigned by the Director General, STF.
RESPONSIBILITIES: 1. Support the Manager – Investment Solutions to lead the new business line development with a focus on transport. Identify and help provide justification of new products and new technologies that meet client needs, generate development impact and align with the Bank’s mandate, and when necessary, demonstrate proof of concept through pilot projects. 2. Support the Manager – Investment Solutions to lead the development of sector-, client- and project-specific solutions in line with AIIB’s mandate to demonstrate AIIB’s ability to provide value-addition, emergency response solutions, blended finance structures, and project development facilities, among others. 3. Provide on-demand technical and financial expertise to support Project Team Leaders (PTLs) in executing new and existing products in the transport sector for emerging technologies, innovative financing, and new modalities in the transport sector before they are mainstreamed by Investment CDs. 4. Support the Bank’s cross-border and connectivity projects. Help CDs identify key connectivity and regional cooperation elements to be integrated into eligible financing projects of AIIB, and recommend how these elements can be incorporated or built into the projects and benefits to be measured (indicators). 5. Support the creation, maintenance, and dissemination of operational knowledge, focusing on lessons learned and emerging best practices from investment operations. 6. Participate in dialogue with clients, co-financing partners, and other stakeholders on strategic issues and gather on-the-ground information to identify business opportunities in the transport sector. 7. Advise clients on the preparation of transport project feasibility studies, and sector and thematic studies to support loan processing by investment CDs. 8. Review and analyze clients’ policy and regulatory frameworks, identify gaps and constraints in current policies, processes, and procedures, and formulate time-bound policy actions to be included in climate-focused policy-based financing for government consideration. 9. Prepare training manuals and materials in the above areas to enhance the capacity of AIIB staff and clients, facilitating effective project execution and management.

REQUIREMENTS FOR THIS JOB |
1. Master’s degree or equivalent in transport engineering, transport economics, transport planning, traffic management, or related fields. 2. Minimum of 8-10 years of relevant experience in related fields. 3. In-depth understanding of the transport sector's challenges, particularly in developing countries, with specialized knowledge in at least one subsector (e.g., road, railway, port, aviation, urban transport, etc.). 4. Experience in transport operations or the management of transport/logistic projects in middle-income and/or developed countries and the introduction of state-of-the-art technology/expertise to developing countries. 5. Strong technical and analytical skills, with capacity to respond pragmatically and swiftly to a wide range of transport sector issues. 6. Proven track record in high-level policy dialogue and providing policy advice to governments. 7. Ability to work collaboratively as a constructive team member in a multicultural environment. 8. Experience in planning, programming, and maintaining investment works in the transport sector, along with institutional reforms, is highly desirable. 9. Experience working with development institutions and experience in processing and implementing multilateral development banks’ policy-based loans is advantageous. 10. Excellent communication skills in English (verbal and written)
