Candidates shall be recruited from ECOWAS citizens who are resident in the member state where the position has been advertised. Method of assessment: Assessment of internal qualified candidates may include a written exercise and competency-based interview. MANDATE OF OAG The Office of the Auditor General of ECOWAS Institutions (OAG) is an independent assurance office established to assist the ECOWAS Governance Bodies, in particular, the Council of Ministers and Audit Committee to carry out their oversight functions and promote good corporate governance, accountability, and value for money in all Community Institutions, Specialized Agencies and Offices. Deriving its mandate from the ECOWAS Council of Ministers, it is tasked to conduct Community-wide Financial Audits, Compliance Audits, Performance Audits, Investigations, and other Special Audits. The OAG structure comprises an Audit Directorate, a Directorate for Program Performance Audit, and an Internal Services Division. It is headquartered in Abuja, Nigeria. ROLE OVERVIEW 1. Under the supervision of the Administrative Officer, the incumbent shall be responsible for the procurement needs of the Office. 2. He/she shall support the division in the recording, analyzing, and reporting on financial transactions of all procurement related activities. 3. Be responsible for any other assignment as may be assigned by the supervisor. ROLE AND RESPONSABILITIES 1. Assists to develop plans for purchasing equipment, services, and supplies; 2. Maintain and update list of suppliers and their qualifications, delivery times, and potential future development. 3. Maintain records of purchases, pricing, and other important data. 4. Prepares reports on all open items to support cash-flow decisions and year-end commitment carryover. 5. Maintain good relationships with vendors/suppliers. 6. Support the preparation of the Department of General Administration and Conference Budget to conform to the requirement of the SAP System and in line with the ECOWAS Financial Regulation; 7. Receive all Correspondences in the Division; 8. Prepare Procurement Committee Meetings; 9. Coordinate Correspondence with Bidders; 10. Keep Records of all Contracts, Files, 11. Vet Invoices received from publications; 12. Draft various memos of the Division; 13. Contact with Newspapers; 14. Manage the Tender Boxes; 15. Writing of notices of Procurement meetings; 16. Writing of reports /minutes of proceedings of Procurement meetings; 17. Follow-on the signature of the reports /Minutes; 18. Transmission of the Minutes/Reports of the meetings to the approving authority; 19. Scanning /Archiving of all documentations regarding procurement processes ; 20. Writing of Internal Memos/Circulars/Letters on procurement activities; 21. Any other duties as may be assigned by the supervisor.

REQUIREMENTS FOR THIS JOB |
ACADEMIC QUALIFICATIONS AND EXPERIENCE 1. Brevet de Technicien Superior (BTS)/ Ordinary National Diploma (OND) in Business Administration, Public Administration or in a similar field from a recognized Institution. 2. 5 years’ experience in procurement administration or related areas in an international public organization with administrative experience in contract management and/or contract administration; 3. broad knowledge of internationally recognized procurement standards and of phases of international procurement techniques and operations used in contracting for a diverse range of goods and services; 4. Knowledge of contract law and of quantitative methods to assist in the measurement of supplier capacity systems; AGE LIMIT Be below 50 years old. This provision does not apply to internal candidates. Ability to use current technology to communicate effectively e.g., office software programs, including spreadsheets, word processing and graphic presentation software; ability to type and format presentations, reports, manuals, newsletters, website content and proficiency in information communication technologies (ICT); 25. Well-developed information sharing skills using technology and in accordance with established processes and practices; 26. Advanced verbal assertiveness and communication skills with a demonstrated ability to acknowledge and understand the validity of others’ viewpoints and to respond in a constructive manner; 27. Proficiency in information communication technologies(ICT); 28. Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage. 29. Ability to allocate time for specific task in a manner that will meet deadlines and quality/quantity expectations. 30. Good organizational skills with an excellent ability to break down work into smaller parts and focusing on the most important steps first; 31. Ability to contribute to maintaining organizational performance standards throughout implementation of new processes, practices and plans adopted by the Department and of relevance to assigned tasks; 32. Ability to monitor progress and to consider new goals in the context of assigned responsibilities; 33. Ability to follow through with commitments made to others.
