ROLE OVERVIEW
The Program Officer (PO), Port Development Officer, under the direct supervision of the Program Officer, Maritime Transport, will work on port and maritime issues, regulations and policies.

ROLE AND RESPONSIBILITIES
1. Review and assist in the development of policies on Maritime and Inland Water transport with the view of improving efficiency of Regional Ports and maritime resources.
2. Provide Technical support to the implementation of the ECOWAS Regional Port Master Plan including the establishment of regional cabotage regulations.
3. Assist in the preparation the contribution of ECOWAS to key ports infrastructure and logistics development for a while sensitizing ECOWAS Member States, Partners, Regional, Continental, and Multilateral partners on maritime transport and logistics in the West African Region.
4. Monitor the implementation of policy decisions of ECOWAS Authorities on Ports, logistics and inland water transportation and related matters.
5. Support the development, implementation, and monitoring of regional strategies for Port operations and inland water ways in the region in collaboration with ECOWAS member states.
6. Support Member States to provide and maintain efficient modern Sea Ports.
7. Coordinate the implementation of international standards in West African Ports
8. Coordinate Member State effort in implementing IMO’s Conventions of safety at Sea and the ISPS Code.
9. Develop projects to support national Port development programs.
10. Coordinate donor involvement in the Maritime and Ports Sectors
11. Follow up with development partners on funding and development of the Maritime and Inland Water sector.
REQUIREMENTS FOR THIS JOB
ACADEMIC QUALIFICATION AND EXPERIENCE
1. Holds at least a Bachelor’s degree in Ports Management, Logistics and Supply Chain Management, Port or Maritime Engineering, Transportation Planning, port operations, multimodal transport, Transport Economics, or related discipline.
2. Three (3) years relevant experience in Port Management, Port Administration, Logistics with corridor related transport facilitation or related areas
3. Possesses cognate work experience in policy analysis, formulation and implementation of programs and projects port and maritime transportation and logistics.
4. Experience in a regional, international organization as well as membership in professional associations is an advantage.
5. Ability to prepare project proposals to for development partners.
6. Ability to prepare Terms of Reference for studies, to be carried and for consultants to be recruited in Maritime Transport Policy

19. Good knowledge of office monitoring indicators of relevance to own work (e.g. travels, purchases, accounts, meetings, etc.) and ability to provide brief reports or updates.
20. Ability to edit, check, track and review documents prepared by others and reorganize data or information according to instructions using latest technology.
21. Efficiently retrieves, inputs, edits, formats, transmits, and links electronic file data used for analysis and understands basic data management operations.
22. Ability to condense information and/or produce concise summary notes to help others with decision-making, problem solving and/or assessment work.
23. Proficiency communicating orally and in writing in English and French languages.
24. Demonstrated computer skills to communicate using tools such as email, Skype, word processing, excel, social media, etc. and to write and format documents appropriately for presentation, the web, proposals, reports, and other documents.
25. Ability to proofread, edit and revise document to ensure documents are grammatically correct, follow standard conventions for punctuation and mechanics and formatted in accordance with ECOWAS communication standards.
26. Ability to relay/redirect complete and accurate messages to appropriate persons/departments.
27. Fluency in one of the three ECOWAS official languages (English, French & Portuguese)
28. Ability to organize information or materials for others, solving minor problems and checking for completeness and compliance to standards or instructions.
29. Knowledge of techniques to prioritize tasks in fast paced workplace with frequent interruptions and moving deadlines and adaptability/ flexibility to meet work expectations.
30. Understanding and adherence to the policies, procedures and guidelines required to support the ECOWAS planning cycle at the individual and organizational level.
31. Good initiative with an ability to identify what needs to be done and act before being asked or required to.

Assessment of qualified candidates may include a written exercise and a competency-based interview.
