PURPOSE OF JOB
The Africa Centers for Disease Control and Prevention (Africa CDC) is a specialized technical institution of the African Union that supports Member States in their efforts to strengthen their health systems. Africa CDC was officially launched on 31 January 2017, and is guided by the principles of leadership, credibility, ownership, delegated authority, timely dissemination of information, transparency, accountability, and innovation. The institution works with all African countries to strengthen the capabilities of their public health institutions for disease surveillance, emergency response, prevention and control, including the capacity to detect and respond quickly and effectively to disease threats. It also serves as a platform for Member States to share and exchange knowledge and lessons from public health interventions.
Effective public health interventions/actions require an adequately staffed, highly skilled, diverse and interdisciplinary workforce. Given the diminishing ratio of the African Public health workforce to the dual burden of disease on the continent, there is need to strengthen and build capacity of public health workforce in the continent to meet the current responsibilities.
In seeking to achieve this objective and deliver on the mandate of the Africa CDC, the African Union intends to strengthen its capacity by the reinforcement of its organizational structure and expertise. The Africa CDC therefore seeks to recruit a national and citizen of any Member State of the African Union to the position of a Senior Technical Officer Knowledge Management, Data and Research for Africa CDC’s Public Health Emergency Preparedness and Response Division.

MAIN FUNCTIONS
This job involves the following main functions that are generally applicable for this category:
1. Provide technical and intellectual support in the management of various elements related to the area of expertise.
2. Identify best practices and monitor effectiveness of the Office’s support to Africa CDC.
3. Assist in the development of the strategies and business continuity plan and participate in/ensure their implementation.
4. Foster and ensure implementation of initiatives related to area of specialization.
5. Assist in the organization of thematic networks, consultations and meetings on development cooperation and international relations.
6. Develop materials and provide necessary training and support to Organization Units as required.
7. Provide technical guidance on matters relating to system review and implementation project in area of specialization, as required.

SPECIFIC RESPONSIBILITIES
1. Develop and implement research plans in line with the Division's strategic plan.
2. Lead the development and implementation of innovative technological solutions for public health emergencies and outbreaks in Africa.
3. Manage a team of technical experts and researchers to conduct data analysis, modelling, simulation, and visualization of health risks and interventions.
4. Coordinate with internal and external stakeholders, including national public health institutes, regional economic communities, and international partners, to ensure alignment of objectives and priorities.
5. Provide technical guidance and mentorship to junior staff and fellows in the Division of Preparedness and Response.
6. Oversee the design, testing, and evaluation of new tools and platforms for data collection, management, and dissemination.
7. Ensure compliance with ethical standards and data protection policies.
8. Represent the Division of Preparedness and Response in relevant meetings, workshops, and conferences.
9. Prepare and present reports, publications, and proposals to showcase the impact and achievements of the Division of Preparedness and Response.
10. Contribute to the strategic planning and budgeting of the Division of Preparedness and Response.
11. Manage research projects, including budgeting, staffing, and monitoring D.
12. Dissemination of research findings through publications, presentations, and workshops.
13. Build partnerships with other organizations to support research activities.
14. Represent the Division at regional and international meetings and events related to research.
15. Perform any other duties as assigned by the Director of the Centres for Public Health Emergency Management.
REQUIREMENTS FOR THIS JOB
ACADEMIC REQUIREMENTS AND RELEVANT EXPERIENCE
1. A master’s degree in public health, Epidemiology, Biostatistics, or a related field from a recognized institution with a minimum of 7 years of relevant experience including three (3) years at expert level in conducting, managing, and disseminating public health research, preferably in the areas of infectious disease prevention and control, outbreak response, health security, or health systems strengthening. OR
2. Bachelor’s degree in in public health, Epidemiology, Biostatistics, or a related field from a recognized institution with a minimum of 10 years of relevant experience including three (3) years at expert level in conducting, managing, and disseminating public health research, preferably in the areas of infectious disease prevention and control, outbreak response, health security, or health systems strengthening.
3. A PhD in Public Health or a related field will be an added advantage.
4. Experience in conducting, managing, and disseminating public health research, preferably in the areas of infectious disease prevention and control, outbreak response, health security, or health systems strengthening.
5. Experience in public health research, with a focus on preparedness and response.
6. Demonstrated knowledge in research design, methods, analysis, and dissemination, using both quantitative and qualitative approaches.
7. Experience in leading and coordinating multi-country or multi-institutional research projects or networks, involving diverse stakeholders and partners.
8. Experience in developing and implementing research policies, strategies, and plans that align with organizational goals and priorities.
9. Experience in managing research grants, contracts, and budgets, ensuring compliance with donor requirements and reporting standards.
10. Proven ability to lead and manage research projects.
11. Experience in developing and implementing research plans.

TENURE OF APPOINTMENT:
The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:
The salary attached to the position is an annual lump-sum of US$96,921.34 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 78,461.08 inclusive of all allowances for locally recruited staff of the African Union.
