THE BANK:

THE COMPLEX:
The Vice Presidency, Technology and Institutional Services (TCVP) is the cornerstone of the Bank's technology and corporate services initiatives. Committed to efficiency and customer satisfaction, TCVP designs, develops and delivers high-quality IT solutions and corporate services. Its responsibilities cover a wide range of areas from the strategic development and implementation of the Bank's IT systems, cybersecurity and business continuity plans to the management of real estate, procurement, corporate travel and language services. Through its leadership, TCVP ensures that these essential functions are carried out in line with the Bank's mission, thereby enhancing overall corporate effectiveness.

THE HIRING DEPARTMENT/DIVISION:
The mission of the Real Estate, General Services and Procurement Department is essentially to supervise the procurement of goods, works, services and real estate on the one hand, and to manage the Bank's assets and corporate services (corporate travel, logistics, catering and mail services, vehicle fleet) on the other. To this end, the Department formulates and applies not only procurement policies and rules, but also guidelines for the management of facilities and real estate services. It also formulates administrative policies and ensures their proper and effective application within the Bank in areas such as communications, transport, travel, security, protection and safety of persons and property and of the Bank and performs related functions. The Department is also responsible for managing the Bank's fixed assets. The Property Management, General Services and Procurement Department comprises three divisions: i) the Operations and Maintenance Division; ii) the Corporate Procurement Division; and iii) the Support Services Division.
The Operations and Maintenance Division (TCGS.1) of the Real Estate, General Services and Procurement Department (TCGS) is responsible for the procurement and management of the Bank's fixed assets, i.e. land, buildings and technical facilities, office furniture and equipment. To this end, it is responsible for: (i) investment planning and programming, (ii) property maintenance; (iii) operation and maintenance of technical equipment and facilities; (iv) fixed asset management; (v) support for the Bank's decentralization policy through the opening of and ongoing support for country and regional offices (identification, negotiation of leases, planning and upgrading of space to Bank standards).

THE POSITION:
Under the supervision of the TCGS.1 Division Manager, the incumbent will be responsible for monitoring technical maintenance services to ensure the smooth operation of all technical facilities and equipment on Bank premises at its Headquarters in Abidjan. These facilities include electricity, air-conditioning, ventilation, elevators, inverters, generators, fire detection systems and other devices.

KEY FUNCTIONS:
Under the supervision and guidance of the TCGS.1 Division Manager, the incumbent will:
1. Monitor the implementation of works on technical facilities and equipment: electricity, elevators, inverters, generators, air conditioning and ventilation, fire safety, for the Bank's real estate assets at its Headquarters.
2. Coordinate the execution of maintenance and operating contracts for technical facilities and equipment.
3. Compile planned maintenance programmes for technical facilities and equipment, submitted by various service providers.
4. Monitor the quality of services provided by contractors and conduct periodic assessments of service providers providing maintenance services and works related to technical equipment.
5. Conduct regulatory periodic inspections of technical facilities and monitor the implementation of relevant recommendations made by inspection agencies.
6. Monitor energy consumption (water and electricity) at the Bank's Headquarters, and compile statistics to enable the implementation of energy-saving measures.
7. Participate in the preparation of operating and investment budgets for technical facilities and equipment.
8. Analyse customer queries and requests and monitor customer satisfaction in collaboration with Customer Services.
9. Participate in the preparation of technical files during the procurement process for goods, works and services relating to technical facilities and equipment.
10. Make budget commitments for works and/or service contracts in the Bank's financial system.
11. Initiate and monitor payments due to contractors under technical equipment section contracts.
12. Monitor technological developments in the field of technical equipment and make recommendations for improvements.
13. Perform all administrative tasks required by the position.
REQUIREMENTS FOR THIS JOB
COMPETENCIES (skills, experience and knowledge):
1. Hold at least a Bachelor degree in electrical engineering or electromechanical engineering or HVAC engineering or a related discipline.
2. Have a minimum of four (4) years' experience in technical maintenance in the high-rise building and/or ERP sector.
3. Be familiar with managing contracts with service level agreements (SLAs).
4. Ability to work in a team.
5. Good interpersonal skills.
6. Good customer orientation.
7. Able to communicate and write effectively in French or English, with a good command of the other language.
8. Proficient in the use of standard MS Office software (Word, Excel, PowerPoint, MS Project). Practical knowledge of SAP will be an asset.
