ABOUT The African Population and Health Research Center (APHRC) is a premier research-to-policy institution, generating evidence, strengthening research and related capacity in the African research and development ecosystem, and engaging policy to inform action on health and development. The Center is Africa-based and African-led, with its headquarters in Nairobi, Kenya, and a West Africa Regional Office (WARO), in Dakar, Senegal. APHRC seeks to drive change by developing strong African research leadership and promoting evidence informed decision-making (EIDM) across sub-Saharan Africa.
SUMMARY OF ROLE APHRC is seeking to recruit a Human Resources Officer to support the day-to-day activities. The position will be based at the regional office in Dakar, Senegal.
DUTIES AND RESPONSIBILITIES 1. Workforce planning – support hiring managers to evaluate staffing needs and follow up to ensure implementation of the plans. 2. Recruitment of regular, temporary, field staff and consultants – includes managing the entire recruitment cycle (advertising, shortlisting, planning and coordinating interviews, interview reports, candidate references, onboarding/orientation and sending regrets to unsuccessful candidates) 3. Contracts preparation and follow-ups – update contract tracker, contract renewals, promotions / contracts registration 4. HR Administration – management of HR related records, maintaining and updating databases, collating HR date for use in communicating HR Metrics, preparing introductions letters (e.g. for bank account opening etc) 5. In consultation with the Head/Head of Programs/Finance and Administration Manager, allocate office space 6. Staff Medical cover – includes insurance cover renewals, enrolment of new members and deletion of exits, handling issues raised by members, conducting member satisfaction feedback survey 7. Employee Relations (Addressing and resolving employee concerns, conflicts, and grievances. – Promoting a positive work environment and fostering employee morale). 8. HR Legal compliance (Ensuring compliance with employment laws and regulations in Senegal; Staying informed about employment laws and regulations; advising management on legal implications of HR decisions). 9. External and internal audit support (HR related documents and information) 10. ERP – employee data/details management 11. Performance management – goal setting, performance reviews, issuance of confirmation letters, support in giving feedback on issues emanating from performance discussions. 12. Staff training and development – WARO 13. Participate in enforcing HR policies and sensitizing staff on the same 14. Organize team building events 15. Leave management (all types of leave including PhD travel) 16. Management of out-sourced recruitment firms in WARO 17. Separation/ clearance procedures including conducting exit interviews.
