THE BANK:
Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten-Year Strategy (2023 – 2032) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely, energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. The Bank is seeking to build a team that will lead the successful implementation of this vision.

THE COMPLEX:
The Senior Vice-President is responsible for supporting the President in the day-to-day management of the Bank Group to achieve it strategic objectives and drive a performance culture that will align all processes and systems to deliver high impact results. The Senior Vice-President will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions. The Senior Vice-President will lead senior management discussions, decisions-making processes and the implementation of strategic board and management decisions to achieve the Bank’s objectives.

THE HIRING UNIT:
Nestled within the Senior Vice-President Complex, the Sanctions Office (SNSO) is a key component of the Bank Group’s two-tier Sanctions System, established in 2012 to safeguard funds allocated for development projects from unethical and other wrongful practices. As the first tier level, SNSO imposes administrative sanctions on entities found to have engaged in sanctionable practices, such as fraud, corruption, collusion, coercion, and obstruction, in connection with Bank-financed or administered activities. SNSO comprises a Sanctions Commissioner and an Alternate Sanctions Commissioner, both independent external experts, a Sanctions Secretary responsible for daily operations, and an Administrative Assistant.
Cases are referred to SNSO after investigations by the Office of Integrity and Anti-Corruption and include both Sanctions Cases and Settlement Agreements. In Sanctions Cases, SNSO determines whether sufficient evidence exists to hold Respondents (the alleged wrongdoer) accountable, considering arguments and evidence presented by PIAC and counter-evidence from the Respondent. Where warranted, sanctions are imposed. SNSO also reviews negotiated settlement agreements to ensure fairness, transparency, and credibility, and considers requests from PIAC for temporary suspension or case revisions.
The Sanctions System includes the Sanctions Appeals Board, which functions as the final adjudicative body. This two-tier structure ensures the integrity in Bank-financed activities and compliance with its fiduciary and legal obligations.

THE POSITION:
The Bank invites suitably qualified persons to apply for the position of Team Assistant (STS). This position is based in Abidjan, Côte d‘Ivoire and does not attract international terms and conditions.

KEY FUNCTIONS:
Under the Supervision of the Secretary to the Sanctions Office, the Team Assistant will perform the following:
1. Providing secretarial services, participate in the preparation of documents, reports, letters;
2. Managing, monitoring and archiving incoming and outgoing mails and documents;
3. Assist with the management of Sanctions cases;
4. Analyze data and documents to compile statistics, graphs and results to be used for the preparation of customized reports;
5. Assist with the maintenance of SNSO’s internal and external web pages;
6. Organizing the Sanctions Commissioner and Sanctions Secretary's missions and managing all travel and visas arrangements;
7. Creating and monitoring expenditure as well as processing expenditure reports in SAP;
8. Assisting the Secretary in the recruitment of consultants.
9. Schedule meetings for the Manager/Team, based on weekly schedules and agendas.
10. Performing any other duties assigned by the line supervisor.
REQUIREMENTS FOR THIS JOB
COMPETENCIES (skills, experience and knowledge):
1. A minimum of a Bachelor’s Degree in Business Management, Commerce, Administration, or a related discipline.
2. At least 4/5 years of relevant and practical experience in administrative and secretarial roles within similar offices of international organizations, development banks, or comparable institutions.
3. Ability to work under pressure and prioritize tasks in the dynamic environment of an international and multicultural setting.
4. Capacity to work and collaborate effectively with individuals from diverse backgrounds.
5. Proficiency in the use of standard office equipment (computer, scanner, photocopier, etc.).
6. Demonstrable commitment to delivering excellent customer service, particularly in reception and administrative tasks.
7. Ability to communicate effectively (both orally and in writing) in English and/or French, with a good working knowledge of the other language.
8. Competence in the use of the Bank’s standard software applications (Word, Excel, PowerPoint). Knowledge of SAP is highly desirable.
9. Integrity, discretion and ability to keep and protect confidential information are highly required.
