JOB DESCRIPTION Since 2006, GIZ has been supporting the ECOWAS Commission in its efforts to prevent and manage conflicts and security threats in the region, on behalf of the German Government. Transnational Organised Crime (TOC) and trafficking has been recognized as a major risk to the stability and development in the region, which undermines the rule of law, subverts governance systems and thereby corrodes the legitimacy of government systems. The upcoming programme aims at specialized law enforcement Task Forces conducting pro-active criminal investigations into organised crime activity at national and (where possible) regional level; National Commissions for Small Arms involved in arms control; national coordination bodies and National Focal Points (NFPs) as well as law enforcement agencies working on preventing and combatting Trafficking in Persons (TIP). Further, the project aims to enhance the evidence base for improved targeting of criminal justice resources through capacity development and a series of studies, mappings and typologies.
YOUR TASKS 1. Overall responsibility for technical and organisational implementation as well as financial management of the programme 2. Disciplinary responsibility for national, regional and international employees of the programme 3. Responsibility for management, coordination and steering of all programme measures and activities 4. Responsibility for planning, budgeting, control, organisation and monitoring as well as quality assurance of the results; including compliance with GIZ and EU policies and of knowledge management 5. Responsible for reporting, in accordance with the requirements of the commissioning parties EU and the German Federal Foreign Office 6. Coordinating the EU’s and German contribution with other TC and FC measures and other bilateral and international donors, in consultation with the German Embassy and in coordination with the ECOWAS Cluster Coordinator and GIZ Country Office 7. Responsibility for selecting, steering and monitoring national, regional and international consultants, short-term experts and local/international implementation partners 8. Implementation of a monitoring and steering system to ensure progress in all different phases of a complex project

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Degree in International Relations, Political Science, Peace and Conflict Studies, Development Studies or other relevant field of study 2. Many years of professional experience, several years in a comparable leadership position 3. Considerable experience in complex advisory contexts coupled with sound experience in politically highly sensitive areas and in dealing with high level partners and donors 4. Ability to assess and bring together the interests of different actors and to establish networks between wide-ranging actors 5. Knowledge of requirements for reporting to the EU and management of EU funds; knowledge of PaGODA II contract requirements is especially desirable 6. Excellent analytical skills, strong communication skills, ability to work under considerable pressure and to make rapid, targeted decisions, even under pressure 7. Strong intercultural skills and a talent for behaving sensitively and carefully while pursuing objectives effectively; 8. A good general knowledge of the West African region 9. Fluency in English required, knowledge of German and French is highly desirable
NOTES Abuja is located in the centre of Nigeria and constitutes the capital of the country. Nice weather with temperatures of 25-35 degrees Celsius is typical for Abuja. Basic medical provision is ensured via several doctors and clinics that practice according to international standards, including a German doctor, with standard medical supplies from Germany. A German and international kindergarten, as well as international primary and secondary schools (French, American and British curriculum) offer education for children. Several international supermarket chains are open in Abuja and offer a wide range of daily-needs products. Abuja also offers a variety of sports (Football, Tennis, Squash, Swimming, Volleyball, Yoga etc.). This also includes opportunities for children. The arts and cultures scene in Abuja is young, but steadily growing. The number of international restaurants and cafés is increasing. Additionally, there are many traditional food places in town.
