JOB DESCRIPTION
The purpose of this position is to provide technical expertise, business sense, and a strong desire to improve erf-based revenue processes and management through undertaking and facilitating revenue enhancement initiatives within the projects/programmes executed by the Development Bank of Southern Africa. The incumbent should be a subject matter expert in the development planning (including town planning) and /or municipal finance and its impact on revenue enhancement and revenue management that is integral in improving municipal own revenue that will assist towards infrastructure planning, development and management to reduce backlogs and attract additional revenue vehicles from potential partners in the municipal environment.

KEY RESPONSIBILITIES
1. Assess the budgets and accounting records (income and cost) of municipal trading services to determine profitability of service provision, identify inadequacies and propose solutions to deal with billing system & debtor management deficiencies, tariff setting for full cost-recovery, outstanding creditor payments, credit control measures and the provision of free basic services to indigent households.
2. Build linkages with development planning, town planning and engineering professionals across stakeholders and Bank units/programmes to deal with issues of township establishment, land-use management, bulk charges for infrastructure development, technical distribution losses and other relevant issues that hamper infrastructure deployment in new and upgraded developments to ensure that all users of municipal services are accurately incorporated in the municipal data management system for revenue collection.
3. Conceptualise and design sector-specific revenue enhancement models and solutions to address challenges in the interlinked value chain activities of municipal infrastructure service provision.
4. Assist municipalities with revenue management advice such as debtor data integrity solutions to ensure completeness of revenue by means of deeds office information, accurate application of valuation rolls, accurate meter readings, strict credit control and the targeting of non-revenue water and electricity.
5. Support and when required drive policy development initiatives that impact the Revenue Enhancement Programme.
6. Effectively engage clients, stakeholders and partners with mutual interest for buy-in, commitment and resource mobilization across all sectors.
7. Conduct high-level diagnostic municipal assessments to provide holistic integrated information for analysis and problem detection to provide for the provision of tailored revenue enhancement support to municipalities.
8. Identify and develop investment opportunities and non-lending support partnerships related to revenue enhancement initiatives in priority sectors.
9. Assess potential future municipal revenue and advice clients on revenue enhancement best practice by using financial modelling to benchmark and forecast a municipality’s revenue streams based on various revenue enhancement scenarios.
10. Compile Revenue Enhancement Support Plans based on municipal diagnostic findings with clear deliverables, scoped interventions, resource allocations, roles and responsibilities of all partners & stakeholders and timeframes.
11. Present all project proposals to the relevant DBSA committees for consideration, input and approval.
12. Ensure that all relevant procurement processes are sufficiently managed in accordance with statutory and policy requirements.
13. Manage, facilitate and co-ordinate the efforts by all parties involved in approved projects, including professional service providers.
14. Ensure that all programme/ project risks are identified and managed.
15. Ensure that contracts are enforced and efficiently managed to maximize cost efficiency as well as value-for-money for the DBSA and programme sponsors.
16. Compile and present programme/ project reports when required.


Key Measurements of Outputs
Delivery on agreed Operations Mandate. These include:-

1. Growth rate in assets of the loan book
2. Annual disbursements, commitments and approvals.
3. Quality of loan book.
4. % of loan book in priority geographies.
5. Development Impacts achieved
6. Projects Completed
7. Infrastructure unlocked and improved quality of life
8. Improved financial viability of municipalities to bankability stage
9. Revenue enhancement and increased operational reliability of municipal infrastructure Grants

REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
1. BCom degree or equivalent in Financial Management and/or Accounting
2. Minimum of 10 years proven working experience in the municipal financial management field
3. Driver’s License Code 08
4. Extensive knowledge of the PFMA, MFMA and any other relevant policy and legislative guidelines
5. Flexibility to be redeployed to a similar role within another sector/geography within the Division, based on business requirements.

Desirable Requirements:
1. Experience in Financial institution and or DFIs
2. Associated membership of an appropriate public professional body such as the Chartered Institute of Government Finance, Auditing and Risk Officers (CIGFARO)
