JOB DESCRIPTION The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. GIZ International Services is shortlisted for the European Investment Bank (EIB)-funded project "Technical Assistance for the Gambia Sustainable Energy Project".
The overall objective of this Technical Assistance (TA) is to support the Gambian counterparts in the set-up and, initially, assist in running a dedicated Project Company (or an existing corporate structure or a newly established, publicly held small utility company). Furthermore, the objective is to realise and operate a portfolio of off grid solar photovoltaic (PV) energy systems with limited battery backup in up to 1100 primary and secondary education schools and health facilities in the country.

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE Qualifications and skills 1. University degree in Law, or equivalent. 2. Additional degree in electricity sector regulation or economics would be an advantage. 3. Fluency in English is required. 4. Strong analytical skills. 5. Pro-active personality, and excellent communication and inter-personal skills.
PROFESSIONAL EXPERIENCE 1. At least 10 years recent experience in providing legal services to ministries, regulators and national agencies in the context of the power sector. 2. Experience in setting up institutional frameworks for off-grid distributed generation programmes for at least one similar project. 3. Expertise in setting up governance structure for utility or distribution companies. 4. Familiarity with the legal and regulatory framework in Sub-Saharan Africa, and in The Gambia. 5. Knowledge of the relevant stakeholders in the off-grid market, suppliers and contractual terms and conditions in the market.
LOCATION INFORMATION The Project Team will perform the tasks at the Project Company’s premises provided by the Ministry of Finance and Economic Affairs (MoFEA), with frequent travels to the sub-projects’ locations, partners etc. as required to meet the objectives. Some meetings in Luxembourg at EIB offices at inception and for monitoring purposes should be planned.
Start date & period of implementation: The intended start date is June 2019 and the period of implementation of the contract will be 72 months from this date.
