JOB DESCRIPTION

GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
GIZ International Services is shortlisted for the European Investment Bank (EIB)-funded project "Technical Assistance for the Gambia Sustainable Energy Project".
The overall objective of this Technical Assistance (TA) is to support the Gambian counterparts in the set-up and, initially, assist in running a dedicated Project Company (or an existing corporate structure or a newly established, publicly held small utility company). Furthermore, the objective is to realise and operate a portfolio of off grid solar photovoltaic (PV) energy systems with limited battery backup in up to 1100 primary and secondary education schools and health facilities in the country.

YOUR PROFILE
Qualifications and Skills
1. Minimum Bachelor’s Degree, preferably a Masters, in Management, Public Procurement, Engineering or related fields or equivalent.
2. Fluency in English is required.
General professional experience
1. At least 5 years professional experience in procurement of civil works and associated services.
2. At least 5 years of professional experience in the preparation and implementation of procurement strategies for works and services financed by IFIs.
3. Extensive experience in procurement procedures and policies with IFI projects. Knowledge of the EIB procurement procedures would be an advantage.
4. Relevant experience in the African region would be an advantage.
LOCATION INFORMATION
The Project Team will perform the tasks at the Project Company’s premises provided by the Ministry of Finance and Economic Affairs (MoFEA), with frequent travels to the sub-projects’ locations, partners etc. as required to meet the objectives. Some meetings in Luxembourg at EIB offices at inception and for monitoring purposes should be planned.
START DATE & PERIOD OF IMPLEMENTATION: The intended start date is June 2019 and the period of implementation of the contract will be 72 months from this date.
