GIZ International Services is shortlisted for the European Investment Bank (EIB)-funded project "Technical Assistance for the Gambia Sustainable Energy Project".
The overall objective of this Technical Assistance (TA) is to support the Gambian counterparts in the set-up and, initially, assist in running a dedicated Project Company (or an existing corporate structure or a newly established, publicly held small utility company). Furthermore, the objective is to realise and operate a portfolio of off grid solar photovoltaic (PV) energy systems with limited battery backup in up to 1100 primary and secondary education schools and health facilities in the country.

YOUR PROFILE Qualifications and skills 1. Relevant Master Degree in Finance/Engineering/Economics or similar relevant discipline. Project management certification (PMP or equivalent) would be considered an asset. 2. Demonstrable relationship skills (experience establishing maintaining relationships with high level contacts in the industry, with financial institutions, investors, donors. government), pro-active personality, and excellent communication and inter-personal skills. 3. Fluency in English is required. 4. Excellent drafting, communications, and team work skills.
Professional experience 1. At least 12 years of experience in working with power utilities, incl.: General management of utility companies, human resources, contract management financial and risk management within a utility, successfully leading tariff (re-)structuring in dialogue with the relevant stakeholders (regulator, ministries, national utilities). 2. Working knowledge of Sub-Saharan African electricity systems. 3. Experience in West Africa, and in particular in The Gambia will be an advantage. 4. Familiarity with projects in Sub-Saharan Africa Western Africa in particular; 5. At least 4 years of experience in developing and implementing off-grid/mini-grid projects. 6. Experience with formulation and implementation of monitoring programmes is an advantage. 7. Hands-on knowledge of project cycle management, in particular for IFI-funded projects. 8. Experience in the set-up and management of new utilities or distribution companies would be an advantage.
LOCATION INFORMATION The Project Team will perform the tasks at the Project Company’s premises provided by the Ministry of Finance and Economic Affairs (MoFEA), with frequent travels to the sub-projects’ locations, partners etc. as required to meet the objectives. Some meetings in Luxembourg at EIB offices at inception and for monitoring purposes should be planned.
Start date & period of implementation: The intended start date is June 2019 and the period of implementation of the contract will be 72 months from this date.
