JOB DESCRIPTION The agricultural sector is the most important economic area in Ethiopia. In the Ethiopian lowlands, (agro-) pastoral systems are the basis for securing the livelihood of the population. Unpredictable droughts and floods, which are intensified by increasing climate variability, threaten the (agro-) pastoral production systems. The Ethiopian government has recognized the need to increasingly promote the marginalized ecosystems such as Afar and Somali. The program "Strengthening Drought Resilience" (SDR) currently consists of seven modules and is being implemented in the Afar and Somali regions with (agro-)pastoral target groups and local, regional and national partners. The program makes a significant contribution to the development of a holistic approach to the rehabilitation of dry valleys. A landscape-based approach uses water-spreading weirs and other soil and water-conserving measures to make floods more usable for productive use of land resources in these dry valleys.
YOUR TASKS 1. Development and piloting of sustainable options for resource use by the local communities and conceptualization of group-based management models e.g. dry valley user committees for sustainable maintenance and productive use of dry valleys 2. Definition and negotiation of contributions by the various stakeholders (public authorities, local communities) for the operation e.g. in coordination with the Productivity Safety Network Program 3. Coordinate the formalization of contributions through appropriate agreements and follow-up of their delivery as well as coordination of learning loops with communities, partners and other projects to suit and adapt the management models - in close coordination with the development advisor 4. Reviewing and documenting challenges as well as developing solutions, that could emerge in the medium-term from the approach to foster gender and resource equitable access to the rehabilitated areas for the clan communities 5. Development of decision support for the selection of investment locations, against the background of clan-based access and usage rights, high potential for amortization and refinancing options 6. Economic analysis of costs versus utilization potentials (also against the background of eco-systemic provision of public goods on common land and their monetary valuation) 7. Coordination of the implementation of viable management models with partners and other donor agencies to align to overarching standards and modalities to develop scaling options for the approach of productive use of dry valleys under rehabilitation 8. Analysis of capacity needs and appropriate conceptualization of training content for the implementation of viable management models in the Training of Trainers approach

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Academic degree (MSc. or comparable) in the field of rural development, management of natural resources, agricultural economics, agricultural business, economic or social sciences 2. Long-term practical experience in organizing rural resource users 3. Multiple years of professional experience in pastoral contexts, preferred in the Horn of Africa 4. Multiple years of experience designing and implementing training with government and non-governmental partners 5. Solid expertise in participatory watershed management and design of negotiation processes with communities and authorities 6. Proven experience in designing community-based models for implementing change processes as well as proven experience in flood-based farming and eco-system based cost-benefit analyzes 7. Very good organizational and communication skills, teamwork, intercultural competence and a high degree of flexibility and dedication 8. Proficient in English; German and Amharic knowledge is an advantage
LOCATION INFORMATION The GIZ offers an additional benefits package for deployments in fragile security situations. 1. Climate: Addis Abeba is situated in the highlands of Ethiopia with a mild and pleasant climate. There is a small rainy season in March and a longer one from June until September. 2. Healthcare: The health services are relatively good but not to a European standard There is no malaria in the highlands. 3. Supply and shopping facilities: Addis has approx. 4-5 Million population and offers restaurants, shops, markets and cinemas. 4. School situation and school fees: There is a German Embassy School (day care until grade 12) and various international schools including US and French. 5. Security: The security situation requires increased alertness. There are special security risk mitigation measures applying to GIZ staff on-site. NOTES GIZ operates worldwide. As part of the GIZ team, you are prepared to take on international assignments and pass on your expertise. 1. This position can be employed in full or up to 90% part-time. 2. This position includes regular business trips to the destination regions of Afar and Somali.
