JOB DESCRIPTION
Local Authorities (LA) gradually receive more responsibility for the provision of local services, e.g. water supply and sanitation as well as refuse collection. In urban areas LA’s cooperate in this respect with commercial utility (CU) companies. In close cooperation with a sub-contracted consulting company the development advisor (DA) supports the municipal administration of Solwezi and provides advisory services to the other LA’s in Northwestern Province (NWP) in their cooperation with the CU’s regarding urban water supply and development of peri-urban communal waste management. Furthermore, the DA provides advice to the LA’s regarding the formulation of integrated development plans (IDP) and the enhancement of own source revenue.

YOUR TASKS
1. Providing advisory services to the Solwezi Municipal Council and the other LA’s in Northwestern Province (NWP) as well as to the CU regarding the expansion the urban water supply and sanitation systems;
2. Providing advisory services regarding the expansion of their waste management systems
3. Providing advisory services with regard to the formulation of IDP’s
4. Providing advisory services with regard to the enhancement of own source revenue
5. Providing advisory services regarding the D-WASHE Committees together with the subcontractor and with special emphasis to the coordinating role of the LA’s and the functionality of the committees
6. Providing advisory services regarding capacity of the D-WASHE Committees to implement interventions based on demand-driven planning
7. Providing advisory services with regard to enhancing the internal coordination of the administrations of the LA’s
