JOB DESCRIPTION The Karamoja-Cluster comprises border regions of Southern Sudan, Ethiopia, Kenya and Uganda. As part of this Cluster, the Karamoja Sub Region in Uganda and its pastoral and agro-pastoral people are engaged in numerous cross-border activities. The dry lands suffer from climate change that is exacerbated by destructive exploitation of natural resources, high poverty and malnutrition rates, very low literacy rates as well as limited delivery of basic services across all sectors. Moreover, the region lacks sufficient water for production infrastructure. The Enhanced Water Security and Sanitation Programme (ENWASS) is based on two projects. GIZ is working with the EU under its “Development Initiative for Northern Uganda” to enhance water storage capacities by constructing water reservoirs together with Ministry of Water & Environment. The reservoirs will be protected by comprehensive source protection measures and operated and maintained under newly developed, gender-sensitive user agreements. The project office in Moroto focuses on climate sensitive water resources management. The objective of “Technical Assistance Facility” (TCF) is the capacity development of local government to generate a regional land-use plan that attracts investments for drought resilience and rural development. This includes capacity building and organizational development of local authorities in coherent spatial planning; review of existing planning documents; and merging of plans (GIS format) at regional level to guide investments. YOUR TASKS 1. Support in planning, coordinating and managing project activities in both project components 2. Reporting of individual project activities 3. Monitoring and evaluation 4. Communication and knowledge management 5. Financial monitoring and support in financial management 6. Support to administrative tasks, including procurement, logistics and contract management 7. Managing the training component of the two Climate Change Adaptation Learning Centres 8. Deputizes Head of Component in all relevant areas of operation, including management of nationel personell

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. University degree in political science, development studies, natural resources management, rural development, geographical information systems, law, administration or similar fields of study 2. Long-time experience in post-conflict contexts or in development project work in rural development preferably in agro-pastoral zones 3. Profound experience in management of project activites and finances, monitoring and evaluation as well as report writing 4. Highly self-motivated, able to function in difficult situations and under pressure as well as performing well while managing multiple and overlapping tasks 5. Very good analytical skills and the ability to communicate and mediate according to the situation as well as a well-structured working style that is characterised by a large degree of self-organisation and team orientation 6. Teamwork, intercultural competence and high frustration tolerance 7. Willingness to work and travel in remote areas and to live in a small, remote town 8. Proficient user of English and German language
LOCATION INFORMATION The main duty station is Moroto, Northeastern Uganda, where GIZ maintains a substantial permanent office (ca. 22 staff). This is not a family friendly posting. The general living conditions and medical services in Moroto are very basic. Basic health facilities and consumer goods in Mbale (3-4 hrs). Health facilities, international schools and consumer goods in Kampala (10 hrs drive). Since 2008 Karamoja is considered to be a safe region. Uganda is a comparably safe and stable country, except for the direct borders with South Sudan and DR Congo. Tropical climate. At the site of operation the particulate pollution occurs to be many time higher than the European acceptable limit. A development into a position which includes a disciplinary supervisory role is envisaged. An extension of the current project phase until June 2021 is likely.
