JOB DESCRIPTION The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. GIZ International Services is currently applying for the EU-funded project: „ Technical Assistance to the Ethiopian Climate Change Sector Reform Performance Contract ( ECCSR).” The overall objective of the Action of which this contract will be a part is to transform Ethiopia's economic structure towards a climate resilient and green economy.
The Action is constituted of: 1. A Sector Budget Support operation : with a budget of EUR 33M, over 3 years of implementation, on four main areas of intervention (Forestry, Industry, national MRV and Sector Public Finance Management). 2. This Technical Assistance as complementary measure.
The purpose of this Technical Assistance contract is: 1. to improve the technical and managerial capacity of the stakeholders to achieve the targets set in the Performance Indicators 2. to provide technical support and facilitate the policy dialogue between the EU Delegation and the Ethiopian's Government Institutions in the area related to: 1) Forest preservation and related public policies 2) Land use monitoring through satellite maps (towards preparation of National Land Use Plans) 3) Energy efficiency in the industrial sector and development of energy audit system in cooperation with the Ethiopian Energy Authority which have a regulatory mandate. 4) Conditions related to the launch, implementation and validation of EIAs, in order to avoid conflicts of interest and to improve law enforcement 5) Establishing a fully functional, robust and IPCC compliant MRV system, based on reliable and regular data provided by the line ministries 6) Sector Public Finance Management: tracking of CC funds, improved budgeting YOUR TASKS The MRV (Measuring, Reporting and Verification) Expert will act as focal point and liaison officer between EU and EFCCC; s/he will be in charge of driving and facilitating the project's environmental and GHG emissions activities. In particular s/he will be responsible for the achievements of the MRV related objectives. S/he will be based in the EFCCC and working in close coordination with the MRV Department and Forest Department.

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE Qualifications and skills 1. Master Degree or equivalent in Environment or Forestry or Engineering or IT systems (or other equivalent scientific or technical area relevant to the expected services). 2. Proficiency in English, knowledge of Amharic oral and written will be an asset. 3. Excellent knowledge of Word, Excel and Power Point. 4. Knowledge of IPCC 2006 MRV software will be an asset.
General professional experience 1. At least 1 year working experience in Technical Assistance to public institutions. 2. Experience in land use plan will be an asset. 3. Working experience in MRV system will be an asset.
Specific professional experience 1. At least 5 years working experience in projects related to climate change action and GHG inventory. 2. Demonstrated knowledge (relevant projects should be spelled out in the expert's CV) in remote sensing, satellite data for land use and GIS. 3. Working experience in the daily management of a large pool of experts and/or stakeholders will be an asset.
LOCATION INFORMATION Experts will be sitting in relevant Ministries. The operational base for the project will be in the MoF in Addis Ababa, and in the offices at EFCCC and MoTI Addis Ababa, but short-term activities may be performed in the Regionals Government offices.
Start date & period of implementation The intended start date is September 2019 and the period of implementation of the contract will be 36 months from this date.
