BACKGROUND Monitoring, Evaluation and Learning (MEL: https://mel.cgiar.org) is multi-center and multi-CRP online platform for integrated management, monitoring, and reporting of projects, from planning to budgeting, risks’ assessment, knowledge sharing and more. MEL creates synergy between research and development partners, bridging competences in a results-oriented platform. MEL allows to save resources and time, reducing paperwork, facilitating administrative steps, quickening project related communications and enabling near real-time data collecting to inform decision-making.
For the further development of this platform, ICARDA seeks to hire a self-driven and competent ‘PHP Developer.’ This talented individual, under the guidance of the M&E, KM Leader and Head of the IT Unit will maintain, develop, design and enhance web-based institutional platform, bridging information and data to enhance the worldwide use of ICARDA’s institutional knowledge and expertise. MAIN PURPOSE OF POSITION The consultant is responsible for designing, developing, maintaining and enhancing web-based MEL (Monitoring, Evaluation and Learning) platform for worldwide users. The consultant will ensure that mel.cgiar.org is easy to use and secure. For more information: www.icarda.org MAIN TASKS WILL INCLUDE: 1. Design, develop, maintain and enhance web-based MEL platform according to business needs. 2. Build efficient, testable and reusable PHP modules based on coding standards for MEL. 3. Develop test cases, write and validate test routines to ensure that test cases mimic external interfaces and address all browser and device types. 4. Develop and write code to resolve issues reported for the MEL system. 5. Evaluate and ensure written code meets industry standards, is valid, is properly structured, follows security standards, and is compatible with browsers, devices, and operating systems. 6. Document the features of the modules delivered to aid in the support and maintenance of new and existing products and services. 7. Build and test Application Program Interfaces (APIs) for applications to exchange data. 8. Analyze and propose solutions to business and technical requirements for both backend and frontend to ensure enhanced user experience. 9. Accountable for compliance with quality control processes (source code changes, documentation, user acceptance test, etc.) 10. Act as the first and second level support for the Monitoring, Evaluation, and Learning (MEL) system. 11. Liaise with external/internal developers, Information Technology Unit, and other stakeholders to translate business needs to technical requirements. 12. Work closely with the Global MEL support/development community.

EDUCATION, QUALIFICATIONS AND EXPERIENCE Essential qualifications and competencies 1. A Bachelor’s degree in Information Technology, Computer Science or a related field with a minimum of 3 years’ experience in PHP development. 2. Proven extensive experience in web development using MySQL, PHP, CSS, HTML, JavaScript, JSON, jQuery, and Zend Platform. 3. In-depth understanding of software development lifecycle, especially using Agile methodology. 4. In-depth understanding of UI, cross-browser compatibility, general web functions and standards. 5. Knowledge of security principles and how they apply to web applications. 6. Good experience in using Linux operating system will be an added advantage. 7. Experience with API development using both RESTful and SOAP protocols. 8. Excellent English reading, writing and speaking. 9. Excellent team player. 10. Ability to work independently. 11. Capacity to work under pressure and flexibility. Desirable qualifications and competencies 1. Experience with GIT. 2. Exposure to unit testing. 3. Experience with one or more of the following: .NET, and SQL Server. 4. Experience with platform interoperability. 5. Professional certifications relevant to software development project implementation TERMS OF APPOINTMENT This position may operate remotely, however candidates from other countries where ICARDA has offices (https://www.icarda.org/contact-us) and Kenya are preferable. The consultancy contract will be for 12-months, with possibility of renewal. Short-listed candidates will be screened with online testing systems.
