JOB DESCRIPTION The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. GIZ International Services is shortlisted for the EU-funded tender: „ Public Financial Management Capacity Development Programme for Improved Service Delivery (FMISD)” in South Africa.
The overall objective of the project of which this contract will be a part is as follows: Improved public finance management and participatory decision-making within all three spheres of government – national, provincial and local – with a particular focus on the local government level.
The purpose of this contract is as follows: To provide technical assistance that will contribute to the development of improved financial management through enhanced institutional, organisational, human capacity and stakeholders |
REQUIREMENTS FOR THIS JOB |
YOUR PROFILE Qualification and skills At least a Master’s degree academic level in PFM. In the absence of a Master's degree academic level, a Bachelor’s academic level in PFM will be accepted with 15 years of general professional experience instead of 12.
GENERAL PROFESSIONAL EXPERIENCE At least 12 years' professional experience in PFM.
Specific professional experience 1. At least 5 years’ experience in the implementation of PFM capacity development interventions; 2. At least 5 years’ experience in conducting monitoring and evaluation; 3. At least 5 years’ experience in the implementation of donor funded programmes; 4. Experience as team leader will be considered as advantageous; 5. Experience in the implementation of South African PFM policies will be considered as advantageous. LOCATION INFORMATION Location The technical assistance will be implemented at the central / national level (National Treasury, situated in Pretoria, South Africa), as well as within selected Provincial Treasuries, with the aim of making the solutions delivered through this programme, available to all the other Provincial Treasuries. Furthermore, the project will also target a number of municipalities within each of the selected provinces. Please note that the provinces and the associated municipalities will be identified during the inception phase.
START DATE & PERIOD OF IMPLEMENTATION The intended start date is February 2020 and the period of implementation of the contract will be 36 months from this date (for a minimum of 660 days).
