Job title: Transport Director, Northern Cluster Countries & Horn of Africa

JOB SUMMARY
A key member of TradeMark East Africa’s (TMEA’s) Transport Infrastructure practice, the job holder will report to the Senior Director, Transport and provide strategic and operational support in managing TMEA’s infrastructure programme and activities in the Northern Cluster Countries & Horn of Africa.

S/he will ensure that TMEA’s strategic objective of reduced trade barriers, and associated strategic impacts, outcomes and outputs are achieved, aligning infrastructure and international trade practices and goals to TMEA’s strategies within the designated area of geographical coverage.

S/he will directly manage the Programme Manager, Transport and will work closely with other infrastructure team members in the regional and country teams.

ROLES AND RESPONSIBILITIES
Strategy and programme development and management
1. Support in the development of the TMEA transport infrastructure programme strategy and oversee quality project implementation, including work plans, budgets and project proposals (or Project Appraisal Reports - PARs).
2. Contribute to the designated country portfolio strategy development as related to efficient transport infrastructure and promote linkages between infrastructure development, trade facilitation and business competitiveness for integrated programmes.
3. Primary responsibility for identifying, appraising, and conducting due diligence of potential investment opportunities, as well as supporting effective delivery of new high impact activities in the surface transport infrastructure sub sectors (port, rail, logistics, inland waterways) in the designated corridors / region. This will include projects focused on reducing trade costs through infrastructure and productivity improvement at ports, borders, link roads, among others.
4. Accountable for the achievement of the reduced trade barriers strategic objective target related to transport infrastructure in the Northern Cluster Countries & Horn of Africa, and ensuring programme consistency, delivery and quality assurance across the designated portfolio of projects whilst demonstrating value for money and having clear mechanisms for measuring results. This will require close liaison with the respective country and Regional Technical Directors, Country Directors and Senior Directors.
5. Liaise with Regional Technical Directors, Country Directors and other Technical Coordinators to agree delivery frameworks/agreements and targets, and review progress on the achievement of outcome targets and desired results in order to contribute to delivery of TMEA’s corporate and programme objectives.
6. Work closely and collaboratively with Portfolio Directors, Project Leaders and other Regional Technical Directors and, when necessary, mediate and resolve disputes.
7. Effective liaison with delivery partners and investors on programme issues and performance monitoring.

Monitoring, evaluation and reporting
1. Maintain strong monitoring and evaluation systems for programme delivery comprising qualitative and quantitative indicators for all results and activities, in collaboration with the Results team.
2. Ensure a clear ‘line of sight’ with key strategic objectives, impact, outcome, output and project target results and work closely with the Results team to obtain delivery measurement data and analyse progress against achievement of targets.
3. Support in reporting on the designated transport infrastructure programme portfolio delivery including ensuring high quality and timely quarterly and annual reports of TMEA programme and financial performance to National Oversight Committees (NOCs).
4. Contribute to TMEA-wide Annual and donor reports, in line with the monitoring and evaluation framework.
5. Facilitate discussion, information sharing and agreement on the achievement of the designated strategic objective portfolio and targets.

Team management
1. Manage, mentor and motivate a strong team of technical programme management staff, ensuring adequate capacity is developed for successful delivery.
2. Ensure world class management across the team in line with TMEA’s culture and values.
3. Manage and nurture strong internal technical competences and knowledge management across the designated geographical portfolio. This will include establishment of a professional community of practice for the transport and infrastructure team within the portfolio and through this ensure technical excellence of work streams to the highest international standards.
4. Ensure risk management, transparency, zero tolerance of fraud and corruption, and due diligence in all programming activities.
5. Ensure close coordination and foster strong integration with other outcome delivery and country-based teams.
6. Work closely and collaboratively with TMEA Portfolio Directors and other Transport Directors on project planning prioritization, implementation, risk management and adequate communication.
7. Work closely and collaboratively with all other relevant TMEA technical units, including Procurement, Finance, Risk & Compliance, Audit & Assurance, and Sustainable & Inclusive Trade (SIT).
8. Where appropriate, work with external partners in furtherance of any of the above responsibilities.
9. Ensure good practice PCM is followed by the whole team in project design, procurement and contract management, outcome/output-based planning, reporting and financial management, and resultsoriented monitoring, learning and evaluation.

6. Complete all relevant mandatory trainings within the stipulated timelines.
7. Promote and adhere to TMEA’s core values and ensure compliance with organisational policies and procedures.
8. Maintain zero tolerance to bribery, fraud and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMEA’s reputation.
9. Adhere to the safeguarding policies and procedures and immediately report any safeguarding concerns.
10. Any other related responsibilities that may be assigned by the line manager from time to time.
REQUIREMENTS FOR THIS JOB
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
Undergraduate or Master’s degree in areas relevant to TMEA’s focus, such as Development Studies, Economics, International Trade or other relevant disciplines.

WORK EXPERIENCE
1. Undergraduate degree holders will have at least 12 years’ relevant working experience, including five years of leadership and management experience. Postgraduate degree holders will require at least 10 years’ relevant experience including five years of relevant leadership and management experience.
2. Minimum of five years’ experience in leading the development and delivery of large infrastructure programmes, particularly those related to surface transport, and trade and trade facilitation development programmes to enhance the capacities of developing countries in trade policy development, formulation and implementation trade reforms, regional integration, and support to national governments.
3. Demonstrable previous stakeholder management and coordination experience, including establishing and maintaining effective relationships with government officials and private sector stakeholders.
4. Experience in working with the private sector and civil society to deliver trade facilitation and infrastructure development capacity support and to support trade-related advocacy.
5. Significant experience in one of the following areas is required:
(1) Experience with Regional Economic Communities or international development organisations preferably in Eastern Africa, Southern Africa or the Horn of Africa, in a multicultural environment; or
(2) Infrastructure programme delivery experience and/or operational leadership experience, particularly with at least one surface transport agency.

GEOGRAPHICAL COVERAGE
1. The geographical coverage for the TMEA Northern Cluster Countries & Horn of Africa includes Kenya, Uganda, South Sudan, Ethiopia, Somaliland, Eritrea and Djibouti. Selected target trade and transport corridor routes include:
2. Northern Corridor in East Africa including trade routes in Uganda, South Sudan anchored from the Port of Mombasa;
3. Berbera Addis Ababa Corridor anchored from the Port of Berbera;
4. Djibouti - Addis Ababa Corridor anchored from the Port of Djibouti; and
5. Eritrea - Ethiopia Corridor anchored from the Port of Massawa.

TMEA is currently exploring new corridor development opportunities hence the above list is not exhaustive and may be reviewed from time to time to incorporate new trade routes as partnerships with the respective Governments and other development partners are nurtured. The job holder is expected to participate in programme development and support fundraising in the new frontier areas.
