JOB DESCRIPTION

GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
GIZ International Services leads the implementation of the Fiscal Agency financed by the Global Fund.

The Fiscal Agent (“FA”) shall provide the financial management services described in these ToRs to the PR in implementing the activities funded by the Global Fund and/or Gavi under the applicable Global Fund Grant Agreements and/or Gavi Partnership Framework Agreement and provide oversight and monitoring of those implementation activities to the Global Fund and/or Gavi, as applicable

The role of the FA is to support the PR in meeting all Global Fund and Gavi requirements and to ensure the appropriate use of grant funds. In so doing, the Fiscal Agent shall ensure to build the financial management capacity of the Principal Recipient (PR), the FA is to ensure that the necessary procedures, control mechanisms and capacity building measures are in place and to provide effective financial management of grant funds. The FA team members do not substitute for, or perform the work of, the staff of the Principal Recipient, including its finance staff. The PR remains ultimately responsible for (i) complying with all terms of the grant agreement with the Global Fund and with all terms of the PFA with Gavi, including all financial management requirements; (ii) the correct use of funds; and (iii) the results obtained.

YOUR TASKS
1. The FA team leader will act as the focal point for the Global Fund and Gavi.
2. The Team Leader will be responsible for issuing the regular FA update reports to the Global Fund and Gavi.
3. The FA team leader will have overall responsibility for the monitoring and on-going management of all of the financial assurance services under this agreement. In consultation with the Global Fund and Gavi, the FA team leader shall ensure that all appropriate on-going actions are taken to address reported weaknesses at central as well as provincial level. This will be achieved through feedback from the FA teams at central as well as provincial levels, findings reported by auditors in their management letters as well as feedback from the LFA and the Global Fund and Gavi (including the Office of the Inspector General and/or the Gavi Audit Department).
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
Qualification and skills
1. Master Degree followed by membership in an industry-recognised professional body in Finance/Accounting; Public Administration; Business Administration or other relevant discipline
2. Good writing and analytical skills.
3. Strong interpersonal skills, diplomacy and tact to effectively communicate with senior-level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds
4. Perfect working knowledge of French and good knowledge of English

General professional experience
Minimum of 15 years of management experience, preferably in the financial sector, with strong Country management and team management skills (staff 25+), ability to prioritize tasks and meet multiple deadlines in complex environment;

Specific professional experience
1. More than 10 years of experience in financial management of large project or programmes financed by donors such as EU, Global Fund, GAVI, USAID etc.
2. In-depth knowledge of issues relating to Country management in developing countries and especially west and central Africa;
3. Sound technical skills in financial capacity building, Financial Management Oversight, strengthening of financial control mechanisms.
4. An in depth knowledge of Global Funds and GAVI rules and procedures is a strong asset
5. Good knowledge of health sector financial management is considered a strong asset

LOCATION INFORMATION
The intended start date is 01/01/2020 for 18 months with possible extension. The position is full time based in Kinshasa (RDC).
