JOB DESCRIPTION The beneficiaries of the Employment Promotion Programme (EPP III) are young people (women, men and people with disabilities) in rural areas of Sierra Leone. The main implementing areas are four districts in the north-east of the country. EPP III has mainly commissioned service providers to carry out its interventions.
The aim of the project is the sustainable improvement of the employment and income situation of young people in agricultural or in other micro, small and medium-sized enterprises (MSMEs). It provides technical and financial support for rural MSMEs in the start-up and growth phase by the SME and Coaching Loop approach as well as a Grant Facility 4 Innovation. In addition, broad-based further training courses on the employability of unemployed young people are conducted.
YOUR TASKS Your duties 1. Conception of information retrieval (baseline and endline, surveys, tracers, group discussions etc.) 2. Conception, organisation and implementation of the digital data collection (paperless data chain) 3. Maintenance and analysis of data (descriptive and closing evaluation) 4. Management of large data sets 5. Training and further education of team and partner personnel in monitoring & evaluation (M&E) 6. Professional leadership of national and international M&E personnel 7. Preparation of the monitoring data for the program progress as well as support in the reporting 8. Effective data preparation for program control 9. development of information and communication products for the project and external communication

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. University degree in agronomy or agricultural economics, social sciences or similar fields of study 2. Several years of professional experience, preferably in development cooperation; knowledge of GIZ is an advantage 3. Good knowledge of methods in M&E, good ICT skills in digital data collection and processing (e.g. Excel, Access, SPSS, digital web-based instruments for data collection such as Kobo, QGIS) as well as in data processing and exploitation. 4. Knowledge of GIZ M&E instruments is an advantage 5. Experience in public relations work, media production and use for the external communication 6. Experience of measuring employment, especially among young people in rural, underdeveloped areas is an advantage 7. Practical experience in rural development projects is required 8. Distinctive conceptual and organizational skills, very good intercultural competence as well as good social and communication skills 9. Fluent in German and English
LOCATION INFORMATION Country information 1. Climate: All year-round tropical climate (24 - 31 degrees Celsius) with rainy season from June to November 2. Health care: Normal care is provided by several providers, pharmaceutical products of European quality are available, emergencies have to be flown out. 3. Children / School: Kindergartens and various international schools up to class 10+ are available. 4. Things for daily needs: Supermarkets offer a comprehensive range of products, although delivery problems can sometimes occur with individual products. 5. Business trips: Travel to remote, less developed regions of the country occur regularly. 6. Country: Sierra Leone is a peaceful country with a low crime rate where religious groups live together without conflict; the secluded beaches are certainly among the most beautiful in West Africa and water sports are popular.
